M I N U T E S
CALL TO ORDER: Chairman Green called the regular meeting of the Civil
Service Commission to order at 7:30 p.m.
ROLL CALL: COMMISSION MEMBERS PRESENT:

APPROVAL OF MINUTES: Mr. Moore ma.de the motion that Minutes of the February 5th
meeting be approved as written. Denver Mills seconded
the motion; vote was unanimous. Mr. Moore made the motion
that Minutes of the February 24th meeting be approved as
written. Mr. Green seeonded the motion; vote was unanimous.
AGENDA Item 1. Rules & Regulations
The various modifications to the rules (which are not
yet approved) have been written and were reviewed by the
Commission. The secretary was instructed to type them in
final form for the next agenda. A passing score for
written examinations was established and included in the
rules.
AGENDA Item 2. Pay Scales
Mr. Moore presented a set of figures to be considered
for use by the City as pay sc.~.les. Mr. Mills made the
motion to accept the pay scale figures as presented by
Mr. Moore and to submit them to the city council. Mr.
Moore seconded the motion; vote was 3- 0.
AGENDA Item 3. Other possible meeting days were considered and it was
decided that Tuesday is still the most appropriate for
the Commission.
AGENDA Item ~i. An election of officers was called. Mr. Moore made the
motion to elect John Green again as Chairman. Mr. Mills
seconded the motion; vote was 2- 0. Mr. Green made the
motion to re-elect Mr. Moore as Vice Chairman. Mr. Mills
seconded the motion; vote was 2- 0. The officers remain
the same as last year.

AGENDA Item 5. Retirement Plan
The advantages of the Texas Municipal Retirement System
were listed and discussed. There were several advantages,
but no disadvantages were named. Some comparisons were
made with the IRA plan. Mr. Mills suggested he would
like for the city attorney to advise us on the Texas
Municipal Retirement System. A Iist of all the many
cities (340) in Texas who already are members of this
plan seems to be a strong vote in favor of the plan.
The possibility of designing our own city plan was
discuss~d. Mr. Green said that it would require paying
for an actuary to do the research work, in order to
design one of our own.
Mr. Moore made the following motion: "I move that we
submit the Texas Municipal Retirement System at the rate
of 5x, 1 to 1 ratio, to the city council as a recoffiended
retirement program for the City of North Richland Hills."
Mr. Mills seconded the motion. It was discussed further
and the voting was unanimous in favor of the motion.
AGENDA Item 6. Job Description 101
For the public safety dispatcher position it is necessary
to have female employees on duty to search the female
prisoners. This requirement has not been included on
the present 3ob description. Mr. Moore made the motion
to add the following changes: "performs personal
search of female prisoners" and "incumbent must be of
the female gender". Mr. Green seconded the motion;
vote was 3 - 0.

ADJOURNMENT: Mr. Mills moved that the meeting ad~ourn at 10:15 p.m.
Mr. Moore seconded the motion. The meeting was adjourned.
