CALL TO ORDER; Chairman John Green called the meeting to order.

APPROVAL OF MINUTE5: The Minutes of the special meeting dated February 5,
1976 could not be approved due to the absence of Denver Mills.
AGENDA Item l. This item was acted upon at the special meeting of February
5th. The only action necessary now is that of instructions
to the secretary to forward copies of the Minutes of the
special meeting to Gene Riddle, Hamp Scruggs, Stan Gertz
and Don Andrews.
Agenda Item 2. It was established that an eligibility list does exist
for the Police Department for the position of police officer.
No further action was necessary at this time.
AGENDA Item 3. The Commissioners stated there is no objection to the
Department Heads each having a copy of the revised Rules,
Appendix A, so long as they understand that these are
proposed rules not yet adopted by City Council. They should
be used as guidelines pending the necessary adoption.
The secretary is instructed to attach a letter explaining
that the Rules have been submitted to the City Council.
Mr. Green inquired what is the status of the report which
Jim Cato and George Conant are making on the Rules. This
report was requested of them during the recent joint work
session between the Civil Servi~e Commission and the City
Council. Jim Cato had a list of questions for the Co~ission,
which were carefully reviewed and discussed. Some additional
changes were made in the Rules, other changes will be written
up by the Commission and forwarded to Jim Cato. Details
of these changes will be distributed after they are completed.

AGENDA Item 4. Mr. Green said that pay plan implies pay ranges. Without
an incentive pay plan there are no pay ranges. It was
generally agreed that most employers today do not desire
to use the merit system of salary increases.
The Commission recommends that a pay scale be set up by :
using the proposed step one (1) of each classification
throughout the City for an entry level; step two (2) be
used for an almost automatic six-month increase at the end
of probation period. Steps 3, 4 and 5 would be deleted.
An increase of 'L 1/2%:will be awarded on each anniversary
date of employment. This 2 1/2% will exceed the current
longevity awarded to police and fire personnel, which
would become a part of the 2 1/2% and not in addition to it.
All employees would receive the same pay scale consideration.
