Moore, Vice Chairman, called the meeting to order at 7:30 p.m. ROLL CALL: COMMIS5ION MEMBERS PRESENT: W. C. Moore, Vice Chairman Denver Mills COMMISSION MEMBER ABSENT: John Green, Chairman OTHERS PRESENT: Mayor Faram Gene Riddle, City Manager George Conant, City Council Jack Giacomarro, Employee Representative Helen Cline, Deputy Secretary Mr. Jimmie L. Mormon, Assistant Director of Texas Municipal Retirement System GUESTS: John Moody, Water Department "Pete" Pistole, Public Works Marvin Ma1y, Public Works C. W. Porch, Public Works A. Moore, Public Works APPROVAL OF MINUTES: Minuties of the January 7th meeting and appeal hearing were approved by a motion from Mr. Mills, seconded by Mr. Moore. The vote was 2- 0, due to Mr. Green's absence. AGENDA Item 1. Mr. Moore, acting Chairman, introduced Mr. Mormon, allowing him the remaining time to present the scheduled retirement plan. Estimated figures for each employee were submitted for observation. Booklets were distributed for all to follow along as Mr. Mormon explained the system handbook. Some of the points noted were as follows: - 1. Whether to accept the plan, or not to accept it, is entirely up to the City Council. 2. It may be accepted on a 3%, 5% or 7% basis of employee payroll deduction type contribution. Minutes January 27, 1976 Page 2 The current rate of interest being paid is 8%. 3. The City may participate on a basis of 100% (1 to 1); or 1 1/2 to 1; or 2 to l, of the amount contributed by the employee. 4. If the Civil Service Commission recommends the plan to the City Council and, if the City Council approves, it would be mandatory for all employees. 5. An employee must work at least 1,000 hours per year to be enrolled. 6. An employee must put in 15 years service or be at least 60 years of age. 7. The account may be transferred to another member city. 8. Options of how you receive retirement checks are explained in the handbook. 9. To adopt the plan, the City need only to submit two ordinances. Model ordinances are filed with the Civil Service Commission. The Texas Municipal Retirement System is a non-profit service organization. AGENDA Item 2. The election of officers was postponed until all three members of the Commission are present. ADJOURNMENT: Mr. Mills made a motion to adjourn at 8:50 p.m. Mr. Moore seconded the motion and voting was 2- 0. The meeting was adjourned. AGENDA for February 10, 1976 1.
