GIVIL SERVICE COMMISSION

NOVEMBER 25, 1975
CALL TO ORDER: The regulax meeting of the Civil Service Commission
was called to order at 7:30 p.m. by Mr. John Green,
Chairman.

APPROVAL OF MINUTES: Minutes of the Appeal Hearing for Clyde Caffey wexe read
and motion was made by Mr. Moore to approve them as
written. Mr. Mills seconded the moCion. Vote was 3- 0.
AGEI3DA Item l. Mr. Moore made the motion that Mr. John Green be re-elected
as Chairman for the Civil Service Co~nission. Mr. Mills
seconded the motion and the voting was 2- 0 in favor.
Mr. Mills made the motion that Mr. Moore be elected as
vice-chairman. Mr. Green seconded that motion and the
vote was again 2- 0.
AGENDA Item 2. Sergeant Becknal substituted for Chief Scruggs in presenting
information regarding state testing. The Texas Commission
on Law Enforcement Officer Standards and Education offers
entrance examinations for police officers on a unified
basis throughout the state. At the present time they offer
only entrance examinations, however, at a later date they
may offer promotional examinations also.
This state agency w3.11 administer the examinations with
no charge to the City. They will uphold in court any
contest on the validity of the testing. Sergeant Becknal
states that the department will keep us informed of any
further developments regarding the testing by this agency.
AGEI3DA Item 3. ~'urther discussion of the Personnel Regulations was placed
on the agenda for the meeting of December 9th.

AGENDA Item 4. Employee application forms were reviewed and changes
offered. With the changes that were discussed, Mr. Moore
made the motion that we adopt the new application form
(a revision of the one now in use). Mr. Mills seconded
that motion and the vote was 3- 0 in favor.
The supplement to the application form was also reviewed
and certain changes agreed upon. Mr. Moore made the
motion, seconded by Mr. Mills, that we adopt the new
supplement form which is to be used by the Police and
Fire Departments of the City. The vote was again unanimous
in favor of the form.

DECEMBER 9th: 1. Letters to the City Manager
2. Personnel Regulations
INSTRUCTIOATS: Testing Procedure - Applicants who report for entrance
examination will be handed the supplemental form at the
time of testing. After filling out this form, they will
be informed of the job specifications. At this time any
applicant wishing to disqualify himself for the position
may do so prior to taking the examination.
ADJOURNMENT: The meeting was ad~ourned at approximately 9:25 by a
motion and unanimous vote. ~
