CIVIL SERVICE COMMISSION
CITY OF NORTH RICHLAND HILLS
OCTOBER 21, 1975
CALL TO ORDER: The regular meeting of the Civil Service Commission
was called to order at 7:30 p.m., by Mr. John Green,
Chairman.

APPROVAL OF MINUTES: Mr. Moore made a motion, seconded by Mr. Green, that
the Minutes of the October 14th meeting be approved as
corrected. The correction being made on Page 2, sub-
paragraph "d", the first sentence, changing the words
"that department" to "the City". The motion carried
~ by a vote of 2-0.
AGENDA Item 1. Ratification of i~otion 8egarding Military Leave
Mr. Moore made the motion that Rule 3.07 be deleted and
replaced by Chapter 7, Section 14a of the Personnel
Regulations. This motion was seconded by Mr. Green,
and voting result was 2-0 in favor, thus adopting and
ratifying this agenda item.
AGENDA Item 2. Consideration of Reducing Frequency of Meetings
Mr. Moore made the motion that the Civil Service meetings
be scheduled to meet every 2nd and 4th Tuesdays effective
in November. Mr. Green secbnded the motion; vote was 2-0.
AGENDA Item 3. Employee Classifications
A complete list of employee classifications by department
was prepared by the Deputy Secretary and studied by the
Civil Service Commission. Mr. Green made the motion,
seconded by Mr. Moore, that the following action take
place:

A. That the position descriptions contained in the PAS
Study be submitted to the City Council as the approved
position classification plan for the City. Amendments
are reflected below:
(1) All titles implying gender shall be changed
from "man" to "worker" as in the case of
"maintenanceman" to "maintenance worker".
(2) Classifications 020, 051, 061, 064, 066, 116,
128, 254, 274 and 305 shall be excluded from
the basic Civil Service Classification Plan.
However, these classifications sha11 be submitted
to the City Council for information only.
(Positions referred to are excluded from ~ivil
Service by Charter.)
(3) Title for class 122 shall be renamed "Fire
Inspector/Investigator" and the position
description shall be in accordance with that
passed by the Commission on October 1, 1975.
(4) Title for class 214 shall be changed to "Technical
Construction Inspector".
(5) That the organization and staffing chart
conta3ning class codes identifying Civil Service
positions and asterisk denoting non-Civil
Service positions, be submitted to the City Manager
for review and approval prior to further action
by the Commission.
The motion carried by a vote of 2-0.
A final letter of transmittal will be sent to the City
Council along with amendments to the Rules and Regulations,
awaiting necessary action by the City Council.
AGENDA Item 4. Revised Organizational and Staffing Chart
By request of the Civi1 Service Ca~ission, the existing
organizational and staffing chart has been rev3sed and
brought up-to-date by the Deputy Secretary for review by
the Commission. When completed, this chart will be
submitted to the City Manager for approval prior to
approval by the Civil Service Commission. Upon receipt
of the approved chart, it will be signed by the Commission
and forwarded to the Council for ordinance action in
accordance with the City Charter.
INSTRUCTIONS to
Secretary: A letter is to be drafted regarding the employee evaluation
form, Exhibit "A", for the purpose of putting into effect
its use by the department heads of the City.
Inquiry should be made with respect to the deputy secretary
becoming a Notary to be present at necessary hearings.

ADJOURNMENT: Mr. Moore made the motion that the meeting ad~ourn.
Mr. Green seconded and the vote was 2-0 to adjourn the
meeting at 9:25 p.m.
