CALL TO ORDER The regular meeting of the Civil Service Comnission was called to order at 7:30 p.m., by Chairman John Green. ROLL CALL COMMISSION MEMSERS PRESENT: Mr. John Green, Chairman Mr. W. C. Moore Mr. Paul Churchman OTHERS PRESENT: Mr. George Conant, City Council Mr. Bobby Becknal, Employee Representative Randy Ingram Mrs. Ruth Pinner, Civit Service Secretary Miss Helen Cline, Deputy Secretary APPROVAL OF MINUTES Motion was made by Mr. Moore, seconded by Mr. Green, that the Minutes of the October 7, 1975, Comnission meeting be approved as written. The approval was made by a vote of 2-0; with Mr. Churchman abstaining due to absence from the meeting. COMMISSIONERS Mr. Paul Churchman announced that his PRESENTATION appointment to the Civil Service Cor~nission had expired and that he had requested the City Council for a replacement. Mr. Churchman expressed his appreciation to the Comnission and stated he felt it had been a good year, with a great deal being accomplished. Mr. Green expressed regret at losing Mr. Churchman from the Commission and thanked him for his time and efforts. Mr. George Conant expressed appreciation to Mr. Churchman for a job well-done on behalf of the City Council. Mrs. Ruth Pinner thanked Mr. Churchman for his time and consideration on behalf of the employees of the City. ~ Page 2 Mr. Churchman gave his PAS Study, Budget, and Personnel Regulations to Mrs. Pinner, and left the rheeting at this time. Agenda After study and discussion, motion was made Item I by Mr. Moore, seconded by Mr. Green, that Rule 10.05 be changed to 10.05a and the following quote be added as Rule 10.05b: "An employee injured in the course of his employment shall be granted occupational disability or injury leave, not charged against his sick leave or vacation. a. All employees while on occupational disability or injury leave shall continue to earn vacation and sick leave at the regular rate but shali be required to return to work after the approval of the Health Officer. b. An employee who is able to, but fails to, report immediately any injury incurred in line of duty, however, minor, to his foreman or supervisor and take such first aid treatment as may be necessary shall not be eligible for occupational ~ disability or injury leave. c. When an emplo;~ee is injured on the job, the job foreman or supervisor shall complete an accident report immediately on forms provided and submitted to the Department Head and City Manager, and retain a copy in the department. Where an accident causes serious bodily injury or death to an employee, the foreman or supervisor shall notify the department head imnediately. d. The character, degree, and potential duration of occupational disability and the corrective measure necessary is the responsibility of the Department Head and of Physicians retained by -t~c, ~ . Supervi sors of employees absent due to occupational disability may secure information regarding duration and corrective measures from these medical officers. ~ Minutes October 14, 1975 Page 3 In all cases where occupational disability to an employee occurs and the employee has been reported as occupational disability for a period of thirty days, the department head who is responsible for the cost involved in absenteeism and corrective medical service for injured employees shall confer with the City Manager and arrange for a conference with the Health Officer to review the progress of the case. Occupational Disability leave shall extend for such time as the injured employee is unable to return to work, but in no event beyond six (6) months, unless expressly authorized by the Health Officer and the City Manager. After six months the City Manager may submit a recon~nendation for continuance of disability pay to the City Council for action. Such recommendation shall be supported by a signed statement by the Health Officer." Motion carried by a vote of 2-0. MILITARY LEAVE During the course of Study of Rules, the section on Military Leave was discussed. Motion was made by Mr. Green, seconded by Mr. Moore, that Rule 10.07 be deleted and replaced with Chapter 7, Section 14a of the Personnel Regulations. Motion carried by a vote of 2-0. Mr. Green noted that this action should be placed on the agenda for next regular Commission meeting for the purpose of ratification.
