HomeMy WebLinkAboutCIV 1975-09-16 Minutes R MINUTES ~ CIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS, TEXAS SEPTEMBER 16, 1975 CALL TO ORDER: The Civil Service Commission of the City of North Richland Hills, Texas, was called to order by the Chairman, Mr. John Green, at 7:30 p.m., September 16. ROLL CALL: COMMISSION MEMBERS PRESENT:. Mr. John Green, Chairman Mr. Paul Churchman, Vice Chairman Mr. W. C. Moore OTHERS PRESENT: Mayor Dick Faram Mr. Jim Cato, City Council ~Iarvin Carter Randy Ingram, Employee Representative Helen Cline, Deputy Secretary APPROVAL OF MINUTES: Motion was ma.de by Mr. Moore, seconded by Mr. Churchman, that the Minutes o~ the September 9 meeting be approved as written. The Minutes were approved 3-0. ~ AGENDA Item 3. The sub~ect of access to personnel records was studied. It was the unanimous consensus that people who have the right to hire and fire have a right to review all records of all the people that they have the right to hire and fire, only. The City Manager is the one exception. He may have access to files of the department heads and of all Civil Service employees. Motion was made by Mr. Churchman, seconded by Mr. Moore, that the PAS Rule 15.04, Appendix A, be modified as follows: The words "personal histories" be changed to personnel records; the second sentence beginning with "Such records" be changed to Public records------. The vote was 3-0 in favor of this change. AGENDA Item 2. Mayor Dick Faram assumed the responsib3lity for the Council hav ing made no reply to the Commission regarding their explanation of Rule 3.04. He will take it up with the Council. Motion was made by Mr. Moore, seconded by Mr. Churchman, to add Rule 9.07 to the Proposed Rules as follows: "All employees ~ by fingerprinted at the time they are employed." (Personnel Regulations Chapter 4, ~ Section 4) The vote was 3-0. . . i Minutes ~ September 16, 1975 Page 2 Rule 11.07 Outside Employment, was added to the Proposed Rules by a motion from Mr. Green, seconded by Mr. Moore. (Personnel Regulations Chapter 8, Section 2, first sentence onlq) The vote was 3-0. Mr. Green moved that the Proposed Rules and Regulations as amended in the Minutes of this meeting be approved by the Commission and forwarded to the City Council by letter of transmittal to be signed by the Commission. Mr. Moore seconded the motion; voting was 3-0. Mr. Cato suggested that regarding promotional examinations, specifically in the Police Department and Fire Department, that the recommendation be advanced that questions regarding city ordinances, fire prevention codes, et cetera, should be considered for inclusion. Also, Set ~1~4 of the Police Department examinations was returned by Mr. Cato to the Civi1 Service Deputy Secretary who hand delivered same to the Po13ce Department Secretary. (The meeting was temporarily ad3ourned and immediately reconvened.) Disposition of a request from a retirement plan representative for data was made as follows: It was agreed and permission granted to submit the data, but with no names of persons to be included in this data. ~ ~/or'~ecz INSTRUCTIONS: The Comm3ssion instructed that a-ee~g~ of grievances be given to the City Council representatives.
