HomeMy WebLinkAboutCIV 1975-09-09 Minutes MINUTES CIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS, TEXAS SEPTEMBER 9, 1975 CALL TO ORDER: The Civil Service Commission of the City of North Richland Hills, Texas, was called to order by the Chairman, Mr. John Green, at 7:30 p.m., September 9. ROLL CALL: COMMISSION MEMBERS PRESENT: Mr. John Green, Chairman Mr. Paul Churchman, Vice Chairman Mr. W. C. Moore OTHERS PRESENT: Dorothy McClure, City Council Bobby Becknal, Employee Represent~tive Ann Cannon, Employee Representative Helen Cline, Deputy Secretary APPROVAL OF MINUTES: Motion was made by Mr. Green, seconded by Mr. Moore, that the Minutes of the September 2, 1975 meeting be approved as written. The Minutes were accepted. ~ AGENDA Item l. Discussion was made concerning the Police Examinations. Certain changes were recommended by letter to Chief Scruggs. Sets ~~1, ~~2 and ~63 of the Police Examinations were returned to the Chief of Police, hand delivered by the Deputy Secretary. AGENDA Item 2. Rule 9 was accepted with no change in the PAS Study. Rule 10.04 Sick Leave: Paragraph (a), fourth line should read fourteen (14) hours instead of fifteen (15) hours of sick leave with pay credit monthly. Rul.e 10.08 Special Leave: Third line should read: "of city work. (Delete the next two lines down through 'however,') Begin with "Employee must inform the department head of 3ury service." Rule 11.03 Indefinite Suspensions: revised as follows: a. (no change in PAS Study) b. Suspension may be ordered by Department Heads where conduct pre~udicial to good order is involved. Such conduct may be defined as formal charges brought against an employee as in the case of criminal indictment by a Grand Jury. Suspension in such an event will be for the duration of the criminal proceedings. Should the employee be cleared of such charges by quashing of the indictment or by dismissal by a competent court, Section 26, Article XVII of the City Charter may be invoked regarding reinstatement. Minutes ~ September 9, 1975 Page 2 Department Heads shall apply this provision with care to assure that the suspension involved is in the best interest of the City. However, in the event an active police officer or firefighter is formally charged with a felony, Class A or Class B misdemeanor or a crime involving moral turpitude or infamous or disgraceful conduct, such officer may either be removed from duties requiring public contact or suspended in accordance with this provision. Each such action sha11 be reviewed by the Civil Service Commission at the next scheduled Conunission meeting, notwithstanding the rights of a suspended employee to appeal the suspension. 12.01 Purpose: Line three, delete the word legitimate. 12.03 Policy and Definitions: Paragraph (d), Line two, delete the sentence pertaining to the Civil Service Secretary assisting the appellant. Rules 13 through 17 were accepted by the Commission as they are written in the PAS Study. INSTRUCTIONS: By unanimous agreement of the Coa~n3ssion, the Personnel Department may feel at liberty to dispose of old applications for employment which have been on file for more than one (1) year. OLD BUSINESS: Rule 3.04 Rights of Non Civil Service Employees Former Civil Service: {In the absence of any reply from the City Council to the Commission's request for explanation of this particular paragraph), the Commission makes no change in the wording of this in the PAS Study. AGENDA: 1. Comparison of current Regulations with Proposed Rules Z. Citizens Presentation ADJOURNMENT: Mr. Moore moved to ad~ourn the meeting at 9:45 p.m. Mr. Green seconded the motion.
