CIVIL SERVICE COMMISSION
CITY OF NORTH RICHLAND HILLS, TEXAS
SEPTEMBER 2, 1975
CALL TO ORDER: The Civil Service Commission of the City of North Richland
Hills, Texas, was called to order by the Chairman, Mr.
John Green, at 7:35 p.m. on September 2, 1975.
ROLL CALL: COMMISSION MEMBERS PRESENT:
Mr. John Green, Chairman
Mr. "Tim" Moore
OTHERS PRESENT:
Mr. Jim Cato, City Council
Bobby Becknal, Employee Representative
Miss Helen Cline, Deputy Secretary
APPROVAL OF MINUTES: Minutes of the August 26th meeting were approved as
corrected. This change was ma.de in the last part of the
first paragraph under Study of Old Minutes. (change was
made to the original copy of the Minutes)
MEMOR9NDUM: Mr. Moore made the motion, seconded by Mr. Green, to forego
the agenda in order to deal with the memorandum from Chief
H. S. Scruggs on the subject of Promotional Examination
which was given on September 2, 1975. The motion being .
approved, discussion foliowed. Mr. Green made the motion,
seconded by Mr. Moore, to respond by written memo to
Chief Scruggs. Motion carried. ~
EXAMINATIONS
BY POLICE DEPT. Motion was made by Mr. Moore, seconded by Mr. Green, to
postpone the study of Rules and Regulations for the purpose
of reviewing Police Department examinations which were
received by the Commission as follows: Set ~~1, issued to
Mr. Green, Set ~~2, issued to Mr. Moore and Set ~~3, issued
to Mr. Churchman. This item was placed on the agenda
for September 9th.
PAS Study, ~'arts
I, II, III & IV: The Commission members each received a revised copy of
Parts I, II, III & IV, PAS Study, for perusal before
submitting these Parts to the City Council. The package
was approved as annotated by Mr. Green and will be sent
to the City Council on Thursday, September 4th.
RULES & REGULATION: Rule 5 was studied and proper corrections made. Rule 6.05
Nepotism, was reviewed and explained by the Personnel
Regulations Chapter 4, Section 5 of the existing copy
which was adopted March 14, 1966.

CO1rIl~lENTS: Comments were made regarding additional information
which should be included on our Application for Employment
forms. A need was expressed for references and questions
concerning whether an applicant has relatives employed
with the City, particularly in the positions of City
Council and Mayor.

ADJOURNMENT: Mr. Moore ma.de a motion to ad~ourn the meeting at 9:45 p.m.
Mr. Green seconded the motion. The meeting was adjourned.
