HomeMy WebLinkAboutCIV 1975-08-26 Minutes MINUTES CIVIL SERVICE COMMISSION - CITY OF NORTH RICHLAND HILLS, TEXAS AUGUST 26, 1975 CALL TO ORDER; The Civil Service Commnission of the City of North Richland Hills, Texas, was called to order by the Chairman, Mr. John Green, at 7:30 P.M, on August 26, 1975. ROLL CALL: COMMISSION MEMBERS PRESENT: Mr. John Green, Chairman Mr. Paul Churchman, Vice-Chairman Mr. Tim Moore OTHERS PRESENT: Mr. George Conant, City Council Mrs. Ruth Pinner, Seeretary Miss Helen Cline, Deputy Secretary APPROVAL OF MINiITES: Motion was made by Mr. Moore, seconded by Mr. Churchman, that the Minutes of the August 19, 1975 meeting be approved by changing the last paragraph of page 1 from "f" to read "through paragraph "d". Motion carried by a vote of 3-0. ~ SUPPLF~3ENT TO EMPLOYMEI3T APPLICATiON: After discussi.on motian was made by Mr. Moore, seconded by Mr. Churchman, that we approve useage of the Supplement to Employment Application form to be filled out prior to interview by persons applying for positions in the Fire and/or Police Department. Motion carried by a vote of 3-0. It was noted that "References" are not included in the present application form and should be considered when the application form is reviewed. TESTS SUBMITTED BY FIRE DEPARTMENT: Mr. Green stated that Test ~16 1 was not adaptable as an entrance examination. He stated Tests 2 and 3 are identical except for the first twelve questions. Al1 tests contain irrelevant questions which have no remote bearing on the position requirements. Mr. Green recommended that Tests 2 and 3 be reduced to 70 relevant questions with a time limit of one minute per question, or 70 minutes. The number of correctly answered questions to qualify for the register should be set at 50. Mr. Churchman and Mr. Moore agreed with the recommendation. ~ Minutes August 26, 1975 Page 2 It was further recommended that Test ~~l can be further modified as a promotion examination rather than an entrance examination. This is true since a large number af questions may be correctly answered only by a firefighter, therefore it is not satisfactory as an entrance examination. September 19, 1975 was approved as the date for the next entrance examination. RULES AND REGULATTONS: Motion was made by Mr. Moore, seconded by Mr. Church- man, that we defer the study of Rules and Regulations for discussion of the Minute Recap. STUDY OF OLD MINUTES: After a study of the old Minutes of the Commission, it was resolved that the intent of motions at the June 3, 1975 meeting be accomplished by a letter to the City Council approving Parts I and II of the PAS Study with the exception the gender, where indicated in position/classification titles, be changed to reflect the word "worker", "person" or other non-gender descriptor as applicable. Motion was made by Mr. Moore, seconded by Mr. Green, that we submit all of Part III as revised in Copy ~~4 of the PAS Personnel Management Study to the City Council for approval. Motion carried by a vote of 2-1 with Mr. Churchman voting against. Motion was made by Mr. Green, seconded by Mr. Moore, that Pages 66 through 68, Part IV, PAS Study, be forwarded to the City Council as approved. Motion carried by a vote of 3-0. RULES AND REGULATIONS: Study of the Rules and Regulations continued on Rule 4.04, Section "e". It was agreed that Rule 4 be approved as amended. Study will continue at the next meeting starting with Rule 5, Compensation Plan. ADJOURN: Meeting was ad~ourned at 9:40 P.M.
