HomeMy WebLinkAboutCIV 1975-08-12 Minutes MINUTES CIVIL SERVICE COMMISSION CITY OF NORTH RICHLAND HILLS, TEXAS AUGUST 12, 1975 CALL TO ORDER: The Civil Service Commission of the City of North Richland Hills, Texas, was called to order by the Chairman, Mr. John Green, at 7:30 p.m. on August 12, 1975. ROLL CALL: COMMISSION MEMBERS PRESENT: Mr. John Green, Chairman Mr. Paul Churchman, Vice Chairman Mr. Tim Moore OTHERS PRESENT: Mr. George Conant, City Council Mr. Leo Holden, Employee Representative Mr. Jack Long, Employee Representative Mrs. Ruth Pinner, Secretary Miss Helen Cline, Deputy Secretary APPROVAL OF MINUTES: Minutes of the August 5 meeting were read and amended as follows: ~ Page 2, Paragraph 3, stating Mr. Green's motion should read, "Pages 62 through 65 of Part IV, PAS Study, be approved as amended." This amendment to the Minutes was accepted by a vote of 3-0. DEPARTMENT OF LABOR INDEX FIGURES: Mrs. Ruth Pinner reported a clarification of the 8.9% increase in cost of living figures which the Department of Labor shows in the May issue of Consumer Price Index for the Dallas area. Mr. Green summarized and interpreted the 8.9 increase as being the real cost of living increase for the Dallas area. Reference was made to the Charter, Article XVII, Section 27, Cost of Living Salary Adjustments. Discussion followed and Mr. Green made this motion: That the National Cost of Living Index as referred to in the Consumer Price Index - Dallas, Texas, as published in Consumer Price, Region 6, Bureau of Labor Statistics, Dallas, Texas. The motion was seconded by Mr. Churchman and passed by a vote of 3-0. Motion was made by Mr. Moore that the method for determining the annual cost of living adjustment as prescribed by ' Article XVII, Section 27, of the Charter shall be as follows: Minutes August 12, 1975 Page 2 ~ PxS+S=X P= cost of living percentage of change for the year immediately preceding the month in which the adjust- ment is to be made, based on the latest available Consumer Price Index figures published by the Bureau of Labor Statistics for the Dallas area. S= monthly base salary before the adjustment. X= monthly base salary after the adjustment. Mr. Green seconded the motion which carried by a vote of 2-1, with Mr. Green and Mr. Moore voting for and Mr. Churchman voting against. RULES & REGULATIONS: Detailed study of Rules and Regulations as presented in Appendix A of the PAS Study was begun. Mr. Moore made the motion, seconded by Mr. Churchman, that Rule 1, General Provisions, be adopted. Vote was 3-0 in favor of Rule 1. Rule 2, Definition of Terms, was accepted by a motion from Mr. Moore, seconded by Mr. Churchman. The vote again was 3-0. Further study is being made on Rule 3. EVALUATION FORM REVISED: Mr. Moore made a motion that the Employee Semiannual Evaluation form be marked Exhibit "A" and be approved as being in compliance with Article XVII, Section 14, Paragraph C of the Charter and attached to the Minutes. Mr. Churchman seconded the motion. Uote was 3-0. INSTRUCTIONS: The Corrnnission instructed the secretary to ask the City Council for a statement of intent regarding Article XVII, Section 15 of the Charter, specifically wheth~r a demoted department head has bumping rights within the department should the position be allocated to the department. Further instruction was given by a motion from Mr. Green, seconded by Mr. Moore as follows: The secretary was requested to review the Minutes of the Commission since its beginning and prepare one document listing all motions, date of ineeting and action taken on Policy Rules & Regulations. This document will be reviewed and approved by the Commission for transmittal to the City Council. OTHER BUSINESS: Discussion ensued regarding the open meeting law. The Cor~nission was advised that presently agendas are posted on the bulletin board and sent to the area newspapers. It was agreed that an item entitled Citizens Presentation would Minutes August 12, 1975 Page 3 be included in future agendas for the purpose of hearing from interested employees and/or citizens. AGENDA FOR AUGUST 19, 1975 1. Retirement Plan information by Mr. Wally Kemp of Bene-Marc. This will be an audio visual presentation. 2. Continue Rules & Regulations Study. 3.
