CALL T~ ORDER: The Civil Service Commission of the City of ~~orth Richland
Hills, Texas, was called to order b,y the Chairman,
Mr. John Green, at 7:~0 p.m. on August 5, 1~75.

APPR~VAL ~JF MINUTES: Minutes of the previous meeting were read and accepted
with no changes.
FRIPlf;E BENEFIT5: Cost of LivinQ
,?~r. Cato aske~c to discuss the application of the cost of
living statistics. A discussion followed concerning
the method of applying the cost of living increase
figures in the Rureau of Labor Statistics Price Index
to our salary schedules. ~!r. Green asked Mrs. Pinner
to contact the Rureau of Laaor for clarification of
statistics in their ~ndex.
Sick Leave
Mr. Green said he would like to go on record as saying
that, unless some ~ustifiahle reason is furnished,
the Commission should stand on what was previously passed
in the Minutes of April 22 regarding sick leave pay to
the Fire ~epartment. It reads as follows: "t~hereby
the Fire Service employees arill be charged 1.4 to 1.~
of the 5F-hour week vs. 4~-hour week." It was suggested
that the recommendations of April 22, 1975 meeting
Minutes in regard to Fire Department sick leave be aclded
to the PAS Appendix A, Page 2.6.
It was recommended that Page f5, Part IV, Fringe
Benefits, of the P~S Study k~e revised b,y deleting Para-
qraph 2 and changing the last sentence in ParaQraph 3
to read, "It is recommended that the policy passed at

the April 1~75 Gorr~ission meetinq be ohserve~ with
respect to sick leave for Fire Service employees."
With these revisions it was recommended that the
Sick Leave an~ Woli~ay t~ith Pay policies he approved
as presented on Paqe FQ and H5 of the PAS ~tudy.
Retirement Plan
~t was agreec'T-that the Retirement Plan should be a
separate study; that we should get the best advice
available to rd setting up a retirement plan.

as amended. ~otion carried hy vote ?-0.
EVALUATI~N F~RM: A study of the evaluation form for employees was made.
Mr. ~reen recortanended that we tahle the evaluation form
as revised until such time as Rules and P,ec~ulations
are approved.
PAY RANGE REQUEST: Mr. John ~reen made the motion; seconded ~iy Mr. Churchman,
that the Cormnission approve the placement of F1rs. Pegay
Brothers to Step ln of the pay range designated for
Clerk II as approved by the City Council.
Motion carried hy vote of 2-~.
