MINUTES OF THE APPEAL HEARING

CALL TO ORDER: The Special Meeting of the Civil Service
Commission of the City of North Richland
Hills, Texas, was called to order at 7:50 P.M.
on July 30, 1975, by the Chairma.n, John Green.

APPROVAL OF MINUTES: Motion was tnade by Mr. John Green, seconded
by Mr. Tim Moore, to approve the Minutes of
the Civil Service Commission meeting held
on July 29, 1975. Motion carried by a vote
of 2-0.
AUTHORIZATION FOR
PAY RANGE: Chairma.n John Green read a letter from
Mr. M. E. Riddle, City Manager, requesting
Mrs. Peggy Brothers be classified at the
top range of Clerk II. After discussion it
was agreed to place this item on the Agenda
for the August 5, 1975 meeting.
APPEAL HEARING -
THOMAS R. SAOCKLEY Chairman John Green called the Appeal Hearing
to order. Mr. Green read the Notice of Hearing,
Notice of Suspension, and the Personnel Rules
and Regulations, relating to this case, being
Case No. 75-3.

Mr. Jerry Loftin presented a Motion to
Reinstate to the Co~arnission, and a copy of
that Motion is attached as a permanent portion
of these Minutes.
After presentation by Mr. Loftin of the
articlessin the-',Mbtion,Mr. Green went over the
articles one by one. Motion ~as made by Mr.
G~een, seconded by Mr. Moore, that the Motion
to Reinstate T. R. Shockley be denied at this
point pending outcome of this Hearing tonight.
Motion carried by a vote of 2-0.
Chief of Police H. S. Scruggs was sworn by
the Commission Chairman John Green. Chief
Scruggs testified he felt it was to the best
interest of the City and the Police Department
that Mr. Shockley be suspended psnding outcome
of the felony indictment.
RECESS: A five-rainute recess was called at 8:54 P.M.
The Hearing resumed at 8:59 P.M. with the
same Commission members present and same
appellant and representatives.
Motion was made by Mr. ~im Moore, seconded by
Mr. John Green, to sustain the action of Chief
of Police Scruggs on the matter of T. R.
Shockley. The Civil Service Secretary polled
the Comrnission, with Mr. John Green voting
For, Mr. Tim Moore voting For, and Mr. Paul
Churchman abstaining due to his absence.
Motion carried by a vote of 2-0.
Mr. Jerry Lofton stated he was giving Notice
of Appeal. to District Court.
ADJOURNMENT: Meeting ad~ourned at 9:20 P.M.
