CIVIL SERVICE COMMISSION OF
THE CITY OF NORTH RICHLAND HILLS, TEXAS
MINUTES
~ JULY 15, 1975
The Civil Service Commission of the City of North Richland Hills, Texas
was called to order by the Chairman, Mr. John Green at 7:30 P.M.
COMMISSION MEMBERS PRESENT
John Green, Chairman
Paul Churchman, Vice Chairman
Tim Moore
OTHERS PRESENT
Jim Cato, City Council
Pauline Spain, Acting Secretary
Mr. Moore moved, seconded by Mr. Churchman to approve the minutes of the
July 8 meeting as written. Motion carried 2-0, Mr. Green abstaining as
he was absent July 8.
After reviewing applications for Civil Service Secretary, Mr. Churchman
moved, seconded by Mr. Moore to reject the applications of Taresa Nowlin
and Mary Becknal due to nepotism, Article XVIII, Section 12 of the City
Charter. Motion carried 3-0.
Mr. Moore made a motion to appoint Ruth Pinner as Secretary of Civil
Service and provide her with a clerk to perform duties of Civil Service
Secretary. Mr. Green seconded this motion.
Mr. Cato stated he felt this would be wrong. A city employee's first
7oyalty is to the City., I had rather see the secretary under you, report-
ing directly to you.
Mr. Green stated if the Council would allow the Commission to hire one
with qualifications and experience and comparable salary we would have
no problem.
Mr. Churchman said a compromise for both Commission and Council would be
to consider our retired councilman as a liason between the Commission and
Secretary.
After further discussion Mr. Moore amended his motion to include "subject
to Commissions confirmation".
Motion carried 2--0 with M!r. ~hurchman voting no.
After re~iewing T.R. Shockley's letter of appeal the bearing was s2t for
July 30, 7:30 P.M.
