MINUTES
JULY 8, 1975
The Civil Service Cor~nission of the Cit.y of North Richland Hills, Texas
was called to order b.y the Vice Chairman, Mr. Paul Churchman, on July 8,
1975 at 7:30 P.M.

After consideration of the minutes of July 1, they were approved as written.
OLD BUSINESS
No old business was discussed.
NEW BUSINESS

Leo Holden reported the detectives were required to work during off hours
with no overtime and compensatory time. He asked if the corrariission could
do any thing about this. It was decided this was not a matter for the
commission and asked that Mr. Riddle look into this.
After discussion of the resignation of Janell Green, Civil Service Secretary,
Mr. Cato suggested the new secretary should be able to help with City work
when not busy with Civil Service work. Mr. Cato stated some supervisory
guidance of the City should be over her. Mr. Moore feels she should have
more than ample work for four to six months. After that she might have free
time. Mr. Churchman stated she should not report to anyone but the Civil
Service Cornrnission. She should not be in a secretarial pool and she should
have a private office. The question of overtime came up and Mr. Riddle asked
if she was to be administrative or on the time clock. Mr. Riddle said the
court clerk and other administrative staff get no overtime or compensatory
time. Mr. Churchman stated no decision should be made on this until the
commission members had time to discuss it together,
Jack Long suggested the personnel records be checked as he had found a few
that were incomplete.
Mr. Churchman moved, seconded by Mr, Moore to post notice on bulletin board
of vacancy for Civil Service Secretary listing qualifications.
Mr. Churchman will submit a minority report on salaries and wages to the
City Manager.
There will be no regular meeting July 15, as it will be open for interviews.
Mr. Moore moved the meeting adjourn at 8:25 P.M.
