MINUTES

The Civil Service Commission of the City of North Richland Hills, Texas
was called to ordex by the Chairman, Mr. John H. Green, on July l, 1975
at 7:30 p.m.

After consideration of the minutes of June 10, 1975 they were approved
as corrected. Others Present, the name should read George Conant, City
Council.
NEW .BU~~NESS

1. A draft of an application form was presented to the members for review
and suggestions. After discussion of each major topic and the suggestions
noted, Mr. Moore made a motion that we adopt the application form to be
used by the city for six months and at that time be inspected as to its
performance. Mr. Green seconded the mQtion.
2. Nepotism laws were discussed as applied to the GitY of North Richland
Hills. Article XVI, Section 13 of the City Charter ~a~.s read by George
Conant. This discourse was exchanged as it applied to new applicants.
OLD BUSINESS
1. Mr. Green made a motion that the meeting continue in an open session, and
those present to remain for the Pay Plan from PAS to be discussed and
approved. Mr. Moore seconded the motion.
2. Page 43 to Page 47 of the explanatory written part of the pay plan was
reviewed and approved as written, and is submitted to the Council for
approval. It was noted that there were two more options that can be included
as possibles for continuation of the steps within a range. (1) Continue
awarding 5Y increases as merit increases as they occur when an employee has
reached the top of his pay range, or (2) Promote individual to a different
pay range.
r,_- The recomnnended pattern which PAS suggested is based on merit increases
suggested by his department supervisor after an evaluation of his performance
during a certain period. The Co~ission feels this is a fair pattern to
follow and can be used as a guide for the City's use in setting up a pay

plan for its employees.
Job Classifications and their suggested pay ranges were reviewed. The
Commission examined each position and gave their recommendations. A
schedule containing each employee's name, classification number, position
title, current salary, proposed salary and the per.cent of increase is to
be worked up for the Commission's review with a similar work sheet including
the final recommendations presented for the city council's study.
3. It was decided to postphone a review of fringe benefits until further
study could be accomplished by the Co~ission.
The meeting was ad~ourned by the Chairman, Mr. Green, at 11:00 p.m.
