Green, on 3une 10, 1975 at 7:25 p.m. Commission M~mbers Present John H. Green, Chairman Paul Churchman Tim Moore Others Present Jim Cato, Councilman George Cato, Councilman Leo Holden, Employ~e Representative Jack Long, Employee Representative Janell Green, secretary After cons~deration of the rninut.es of June 3, they w~re approved with the d~l~tion of the double use of the word present in paragraph two under Old Business. ~ OLD BUSINESS 1. Stan Gertz, Chief of the Fire Department, was present to discuss the Commission`s position on testing for his department. The Eligibility List of September 2, 1974 was given to the Commission and a discussion follow~d. It was decided that a department may test at any time to obtain the best qualified applicant for the position vacancy, if the eligibility list does not offer such an applicant. According to the ~harter, Seetion 10, page 13 the top applicant may be passed over with good cause and the next in line m~y be chosen for the position. The reasons for not hiring the top applicant must be in writing and filed with the Commission and a copy to go to the applicant. An applicants name will appear on the Eligibility List after he/she has complied with the following. a. Filled out an application correctly giving all information neces- sary and furnishing any certificates requested. b. Taken the written examination for that department with a passing grade. c. Passed the agility test - if testing for fire department At this time the top three names will be given to the department head at which time they will be given an oral examination and a background test. 2. Department He.ads will help coardinate the tests for its own department with the help from th~ Coa~mission and possibly others from within the deparCment. A double set of questions will be furnished so as to secure June 10, 1975 Page 2 the answers from being easily exposed. 3. Chief Gertz has reque5ted a copy of the ~ob classifi~ations for his department. After examination he will recommend the necessary changes and accept those that need none. He wa~ told that the Commission had already been made aware of the necessary change for Fire Inspector and this correction~has been made 4. A copy of the Subpoena Policy for the City was given to the Commission. Employees filing a grievance form will be given a copy. 5. The final dr~ft of the Civil Service budget was mutually accepted and a copy retained in the files. The original is given to the City Manager. NEW BUSINESS 1. The Co~ission was asked as to how long a disciplinary letter was to re- main in the gersonnel files. It.was decided th~t the original disciplinary letter would rema~.n in the files ind3.ffinately_.J~z.---another letter may be writ.ten to counter-act the action. Tfi disciplinar tt~r will not be „ ~ held as a mark against the employee with a commendation letter to replace it. If a department head feels he has unjugtly written aCren~~ma~r..d,-'he may submit to city administration a request to remove such letter from ~ the files permanently stating just cause for r~moval in writing. This will also be given the Commission for review and approval. The meeting was closed at 9:20 p.m. to review the Pay Plan suggested by PAS. The meeting adjourned at 10:15 p.m. HN H.
