MINUTES
MAY 27, 1975
The Civil Service Commission of the City of North Richland Hi11s, Texas
was called to order by the Chairman, Mr. John H. Green on May 27, 1975 at
7:30 p.m.

After a review of the minutes of May 7, Mr. Moore motioned they be accepted
as revised. Mr. Churchman seconded the motion. The minutes of May 20 were
mutually approved as read.
OLD BUSINESS
l. Mr. Churchma.n motioned the Coaunission change its policy stated in the May 20,
1975 minutes regarding the charge of photo-copies made from the personnel
files'and follow established city procedure. Mr. Moore seconded the
motion. A copy of the prices charged for various booklets and for single
copies is enclosed.
NEW BUSINESS
1. Mr. Moore motioned the Commission ask for written instruction from the
city manager regarding the charge for processing and delivery of subpoenas
an app~llant wishes to issue. The appellant is to pay this amount to the
city. Mr. Churchman seconded the mt~tion.
2. Mr. Churchman presented a motion that the secretary maintain a file on each
department's personnel policy procedures, those in existence and any that
are written in the future. Mr. Green seconded the motion.
3. Mr. Long presented a letter regarding a physical agility examination the
fire department will give its applicants when filling a vacancy.
The Commission was introduced to the appellant's attorney, Joe Johnson. The
Policy Procedure for Appeal Hearings was e~axnined.' It was noted that on page 1,
item 12, 13 should be reversed. Mr. Green initialed the correction.
A recess was called by Mr. Green at 8:11 p.m. The meeting resumed at 8:17 p.m.
4. Jack Long discussed with the Commission the changes he recommended for the
classification of Fire Inspector. It was.mutually agreed the title would
read Fire Inspector/Investigator with the necessary certifications added
_ to comply with the Texas Commission On Fire Protection Personnel Standards
and Education.

5. The Civil Service Budget was discussed. Mr: Churchman made a motion that
the Civil Service secretary's salary be increased twenty-five percent (25%)
of the current amount. Mr. Green seconded the motion. Eight hours of over-
time shall be included a month, if the need arises. The budget will include
$135.00 for a membership in the International Personnel Management Association.
It shall include $325.00 and related expenses for a two week course offered
in Public Personnel Administration. Other areas of expense were discussed.
The meeting was ad~ourned at 9:50 p.m.
