Green on May 20, 1975 at 7:35 p.m. Commission Members Present John H. Green Paul Churchma.n Tim Moore Others Present Leo Holden, Employee Representative Jack Long, Employee Representative J'im Doyle, PAS Janell Green, secretary After consideration of the minutes of May 13, they were approved with the following annotation: page 2, f. Should read, military discharge information. Minutes of Ma.y 7th of the appeal hearing for T. R. Shockley are being revised and will be reviewed at the May 27th meeting. NEW BUSINESS 1. Mr. Ray Britton's request to the Commission to furnish qualified re- placements for two vacancies for Public Works Ma.intenanceman I and Ma3ntenanceman II, was;accepted. The procedure to be followed in securing applicants for a vacancy is as follows: a. Post on bulletin board for employees to become aware of the vacancy, giv~ng city employees an opportunity to fill the position. b. Run an ad in the Mid-Cities Daily and Fort Worth Star Telegram. c. List vacancy with Texas Employment Commission. d. Build an eligibility list of three applicants for each position to be filled. Post cards will be mailed to those applicants who already have their application in the files, giving information as to when the interviewing will take place as well as any testing that will be given. e. The department heads will continue to interview for their department vacancies. 2. Mr. Britton's policy procedures were noted and the secretary is to create a file on the various departments containing policy procedures. 3. The Commission requests the City Council set forth limitations regarding use of the City Attorney. A letter with this request will be given to the City Council. 4. A copy of a letter dated March 12, 1975 from the Attorney General of Texas addressed to th~ Count.~+ At~torney of Harris Countv has been received. ' ~ , ~ " ' Minutes May 20, 1975 Page 2 Opinion No. H-549 p. 2468 pertains to the use of a handgun by a peace officer. 5. Letters in regards to the disciplinary action taken by Mr. Ray Britton were noted. Mr. Ernest Cole's grievance form was accepted and an appeal hearing is scheduled for Wednesday, May 28th, 1975. 6. Mr. Moore made a motion that employees wishing to copy material from their personnel file will be charged 5C a copy or a minimum of $2.00. Mr. Church- man seconded the motion. The meeting was closed at 9:10 p.m. for a discussion with the consultant, Mr. J3m Doyle from Public Administration Service (PAS). After a brief recess, the closed meeting resumed at 9:20 p.m. Mr. Doyle presented the Commission the final report from PAS which completes their contract of February 28, 1975 with the City of North Richland Hills.
