Green at 7:30 p.m. Commission Members Present John H. Green, Chairman Pau1 Churchman Tim Moore Others Present George Conant, Council Leo Holden, Employee Representative Jack Long, Employee Representative Jim Doyle - PAS John Ha11 - PAS Janell Green, Secretary After consideration of the minutes of April 30, 1975, they were appraved as read. Mr. Churchma.n requested the secretary prepare a letter of comcnendation to Pauline Spain, acting secretary for the Civil Service Commission prior to the April 30, 1975 meeting. Her willingness to perform such duties were greatly appreciated. NEW BUSINESS l. Subpoena Form for the City of Noxth Richland Hills, Texas was presented to the Commission for approval and after b~.ing reviewed Mr. Moore made a motion that the Subpoena Form be accepted with the exception of the de- letion of the word honorable from the final draft. Mr. Churchman seconded the motion. A copy of the accepted form is attached. Rules set forth in the City Charter, Article XVII, Section 5a, give the Commission the right to issue subpoenas for the appellant/or department head. Failure to comply with such request places the person su~oned in the position of possible fine or sentence in the city j:ai1. 2. The Aecision Form for Appeal Hearings was reviewed at this time and Mr. Churchman notioned that it be accepted. Mr. Moore seconded the motion. It shall include the Commissioners' signatures as well as the appellant's signature and the dete the decision is made. The decision is to be typed onto the form at the time of deliberation. If the decision is not unanimous, the descenting member's signature does not appear on the form. This form is attached. 3. Tim Truman prepared a guide line form for appeal hearings. The Procedure for Appeal Hearing was examined and mutually accepted by the Commission. This is also attached. ~ Minutes ~ Ma.y 6 , 19 75 Page -2- The meeting was then opened for general discussion and questions. Mr. Conant asked Mr. Green his opinion on the work the Public Administration Service has performed. Mr. Green stated he was most impressed with the results presented up to this time. The men involved have done an excellent job. Mr. Doyle announced a draft of the report will be sent to Chicago for head- quarters review. Mr. Doyle will return in approximately two weeks to give the Commission the final copy for their review and study before it is recommended to the city council. Mr. Churchman requested the secretary record all supplies that are ordered and the cost of each item to aid the preparation of a budget for the Civil Service Commission. The meeting was closed at $:15 p.m. for a report from PAS regarding the proposed Pay Plan. Meeting adjourned at 9:45 p.m, with Mr. Churchman making the motion, and Mr. Moore seconding this motion.
