Service Commission of the City of North Richland Hills, Texas was called to order by the Chairman, Mr. John H. Green at 7:30 p.m. Commission Members Present John H. Green, Chairman Paul Churchman Tim Moore Others Present Jim Cato, Council George Conant, Council Leo Holden, Emp. Rep. Jack Long, Emp. Rep. Jim Doyle-PAS Janell Green, Secretary After consideration of the minutes of April 22, 1975,~"th~y were approved as corrected. Mr. Green recommended the Civil Service Secretary's name and signature appear below the Chairman's to designate her responsibility for the minutes. ~ NEW BUSINESS 1. Progress Report-PAS: Mr. Jim Doyle informed the Commissioners and Council- men of the progress that has been accomplished. The Pay Plan 3s in its last stages. The Rules and Regulations for the Civil Service Procedure will be completed this week, and a copy of the sections which have been typed were given each Commissioner. Charlie Ranlett is working on Testing Procedures and John Hall, ~he Organizational Functions. It is Mr. Doyle's intention to have the study complete by May 6th. 2. Mr. Leo Holden posed the question of over-time pay for witnesses ealled for an Appeal Hearing. No subpoenas have been issued for the present hearing regarding Mr. Shockley's case, therefore, a decision was not reached. 3. Mr. Jim Cato, upon the recommendation of Attn. Tim Truman, suggested "any city employee not be issued a subpoena for their presence as a witness in the city's behalf, but that such appearance be required as subject to notification by their department head." Tonight's.meeting was closed at 8:05 to Councilmen and Employee Representatives in order for the Commissioners to discuss with Mr. Jim Doyle the C~ass-,_ Specifications and Employee Appeals. Meeting re-opened at 8:25 p.m. in order for the City Attorney, Mr. Tim Truman to discuss the Appeal Hearing that has been scheduled for Wednesday, April 30, 1975. It was determined that Attorney Truman would represent the City but be available for 1ega1 advise to the Civil Service Commission and his role in subsequent hearings would be determined on the reaction to the upcoming hearing. Minutes April 30, 1975 Page -2- Meeting was again closed at 9:45 p.m. for continued discussion with Mr. Doyle.
