The Civil Service Commission of the City of ^lorth Richland Nills, Texas met
at the City f~all, 41~1 Morgan Circle at 7:3~ P,M. Tuesday, January 21, 1975.

The chair read the minutes of the January 1~, 1975 meetin4 and there beinct no
corrections, the minutes were approved as read.
P•1r. Green, chairman, read the requirements of a Civil Service secretary, see
attached. The recruitment of a secretary is urgent.
~usiness of the Evening
1. Appeals Procedure - See ~rievance Procedure 9~ ~rievance Form attached.
Mr. Churchman presented a draft of ~rievance Procedure. Mr. ~reen read
Article XVII of the charter. The grievance shoul~ be handled within the
department when passible; however the employee shauld be tolc! he may appeal to
the Commi ssi on wi thi n ten days j f so desi res .~^r. l,Jood aske~i where the Conmli ssi on
stands with the disciplinary boarci in the P~lice Department. "~r. Creen stated
none at the present; however if the employee is unhappy with the disciplinary
board he can come before the Commission. After much discussion it was decicfed to
defer this until the next meeting for further ciiscussion. P~r. ~reen will write
the second draft adoptinq as much as possible of the first draft.
2. Contract Services
Due to F~r Catos absence this was deferred until the next meetin~. It is ur~ent
the City Council have this draft by their February 1~" meetinc~.
3. Contract Experience of other cities
Mr. ~;ood made a survey by phone of several cities. He was not totally satisfied
with findings. P1r. ~,Jood will survey Sherman, Bryan and Garland, Mr. Conant will
survey Fort ~~orth and ~~r. Churchman will survey Gran~ Prairie in order to obtain
as much information about Civil Service as possible. Public Administration
Service, Regional Office, Austin, Texas is tentativly qualified as a bi~der.
Additional bidd~r~s will be sought out by members of the Commissian and Council.
5. Unfinished business not othe n~ise cited
Procedure to be fallowed in conduct of hearing by Commission should he
_ drafted and discussed by the Commission then submitted to the City Attorney
for an opinion as to sufficiency of compl~ance with the laws of ~lorth Pic~-
land liills an~ State of Texas. h~r. Churchman will write the ariqinal ~raft.
Mr. Churchman asked about personnel pracedu~e of ~orth Richland Nills.
