The Civil Service Commission of the City of North Richland Hills, Texas
met at City Ha.ll at 7:30 pm on Tuesday, January 14, 1975.

The Chairman announced that this and future meetings would be conducted
according to an agenda. After agenda items are completed, other sub3ects
could be discussed sub~ect to availability of time.
The chair read the minutes of the previous meeting and there being no
corrections to be made, the minutes were approved.
Agenda items were discussed as follows:
Secretary of Civil Service Job Description
Mr. Paul Chur.chman introduced a job description for the Secretary of Civil
Service. The document was discuss~d, modif ied and approved by the
. commission(the approved description is attached).
Contract Services. A statement of work draf t was introduced by the chair
and read verbatim. A copy of the draft is attached as a part of these
minutes. It was agreed by the commission, at the suggestion of Mr. Cato
that the statament of work be divided into three sections and that bids
be solicited as follows:
Option 1- Entire statement of work
' Option 2- Part II (required by CSC) and
Part III (desired by CSC)
Option 3- Part II (required by CSC)
Mr. Cato indicated that he would provide the "boiler plate" or the letter
which will cover the statement of work to be sent to qualified bidders.

It is expected that the request for bid will be mailed to permit bid
opening on Ma.rch 3, 1975, at 2:00 PM at City Hall. This will provide
a few days for evaluation of bids by the CSC and City Council action
to be on March 11, 1975.
Grievance Procedure. The need for immediate issuance of a directive
outlining grievance or appeal proc~dures was discussed. Mr. Churchman
agreed to write a draft directive to be acted on at the next regular
meeting of the CSC.
Employee Application Forms and Tests. Copies of Fire Department tests
were provided by Mr. Riley Long. Mr. Churchman will review and report
on these tests at the next meeting. Application forms used by the City
were received and first impression was that they are exceedingly compre-
hensive. Note that the contract services statement of work includes
requirements to recommend forms and formats for use by the CSC. Further
action on applications will be deferred until final action on contract
services.
