HomeMy WebLinkAboutCIV 2003-06-25 MinutesMINUTES FOR THE MEETING OF THE CIVIL SERVICE COMMISSION JUNE 25, 2003 AT 6:00 PM IN PRE-COUNCIL ROOM AT NORTH RICHLAND HILLS CITY HALL 7301 NE LOOP 820 1. CALL TO ORDER Chairperson Sally Bustamante called the meeting to order at approximately 6:00 p.m. 2. ROLL CALL Members Present: Sally Bustamante, Tom Peterson, Robert Harrison, Dick Bartek, Bill Fenimore Others Present: George Staples, City Attorney Patrick Hillis, Human Resources Director Cameron Rowland, Human Resources Coordinator 3. APPROVAL OF MINUTES 4. EXECUTIVE SESSION A motion was made to amend the minutes of the May 7, 2003 meeting, to reflect that Mr. Harrison motioned to reduce Officer Brown's suspension, not Mr. Fenimore. The commission then unanimously approved the amended minutes of the May 7, 2003 meeting. Mrs. Bustamante called the meeting into Executive Session at 6:02 p.m. to discuss personnel matters. Mrs. Bustamante closed the Executive Session at 6:37 p.m. 5. RECONVENED The open session reconvened at 6:37 p.m. Mr. Staples stated that he would be providing the Commission with rules regarding the response of individuals to subpoenas. Mr. Staples also mentioned that he would be bringing Charter amendments, as well as changes to the Civil Service regulations in the near future for the Commissioner's review. Mr. Fenimore motioned that the Commissioners are concerned about Officers not responding to subpoenas to report to Civil Service Hearings. Also, the Commission was concerned with a memo provided to them from Assistant Police Chief Richard Kitchen, relating to his explanation as to why employees may have failed to report to a previous Civil Service Hearing. The commission would like the Chief to inquire into the reasons why Officer Larry Irving and Sergeant Joe Walley did not report to the prior Civil Service Hearing, and be provided with a written report. The commission would also like a written response from both Officer Irving and Sergeant Walley. Mr. Bartek seconded the motion. All voted in favor of the motion, and the motion carried. 6. ADJOURNMENT Mr. Peterson motioned to adjourn the meeting. Mr. Bartek seconded the motion.
