1. CALL•Tp ORDER: Chairman George Pederson called the
meeting to order at 7:00 p.m.

3. APPROVAL OF MINUTES FOR Chairman Pederson .moved, seconded by
APRIL 13, 1988 MEETING: Commissioner Cope, to approve the
minutes of April 13, 1988. Motion
carried unanimously.
4. APPROVAL OF MINi7TES FOR Chairman Pederson moved, seconded by
MAY 11, 1988 MEETING: Commissioner Cope, to approve the
minutes of May 11, 1988. Motion carried
unanimously.
5. SECRETARY POSITION Ron McKinney presented a request to
UPGRADE: upgrade the Secretary position from pay
grade 4 to pay grade 6. He advised his
recommendation was made on the basis of
a salary survey conducted of area
cities. There was a general discussion
of duties. Commissioner Roark
questioned the need to increase the
position by two pay grades.
Commissioner Newscan made a motion to
recommend an increase of one pay grade
for the Secretary position, to pay grade
5. Commissioner Cope seconded the
motion. Motion carried unanimously.
6. EQUIPMENT OPERATOR The request to upgrade Equipment
UPGRADE: Operator to pay grade 7 was withdrawn.

FOOD SERVICE INSPECTOR Pam Burney presented a request to
UPGRADE: upgrade the Food Service Inspector
position from pay grade 5 to pay grade
8. After discussion of duties and
educational requirements, Commissioner
Cope made a motion to reclassify the
Food Service Inspector position to
Health Inspector, and to place it in pay
grade 8. The motion was seconded by
Commissioner Newsom. The motion carried
4-1, with Commissioners Pederson, Cope,
Newnan, and Rourk voting in favor, and
Camlissioner Roux. opposed.
RECREATIONAL LEADER Ron McKinney presented a request that
CLASSIFICATION: the position of ,Recreational Leader, a
new position, be classified in pay grade
4. Mr. McKinney explained the duties
and responsibilities, and that the
position would be comparable to a crew
leader (MW III) position in other
departments. After discussion,
Commissioner Roux made a motion to slot
the new position in pay grade 4.
Commissioner Newsom seconded. The
motion carried unanimously.
POLICE RECORDS CLERK Police Chief Jerry McGlasson presented
RECLASSIFICATION: a request to reclassify the Police
Records Clerk position, pay grade 2, to
Police Records Technician, pay grade 4.
He explained how the duties and
responsibilities have changed beyond a
routine clerical function. North
Richland Hills Police Association
President Mike Young addressed the
commission endorsing the request.
Commissioner Roux made the motion to
classify the position of Police Records
Technician in pay grade 4; seconded by
Commissioner Cope. Motion carried
unanimously.
COST OF LIVING Ron McKinney presented a request to
RECOMMENDATION: approve 5.99 cost of living increase,
supporting his request with Consumer
Price Index report of 3.1$ for period of
February, 1988-89. The 5.99 was based
on last year's request of 2.8g that the
employees did not receive because of
budgetary considerations, canpounded
with the current year 3.1$. There was
discussion by the commission of the need
to caYmlent on C.O.L. for a one year
period only. General discussion
included an explanation of the stability
pay plan instituted by the City this
year. Councilman Lyle Welch presented
comments that he felt the budget was too
tight for a high C.O.I.. increase.
Chairman Pederson made the motion that
the commission recommend to City Council
a C.O.L. adjustment of 3.4~ Motion was
seconded by Commissioner Cope, carried
unanimously.
11. RETIRE~IVT OPTION: Ron McKinney presented a request that
the Commission approve the Texas
Municipal Retirement System option
allowing credit for military service.
This is an amendment that is before
state legislature, and is expected to
pass. Danny Taylor presented comments
in favor of the option, as did Lee
Pitts, Treasurer of the Police
Association. Pitts stated that the
association endorses the option, and it
would affect 10-15 Police employees. In
further discussion Bobby Williams
questioned if it is necessary to be
vested to buy back military time, and
the answer was yes. Commissioner Cope
made the motion to recommend that the
City Council approve the adoption of the
TMRS provision allowing purchase of
military service time, contingent upon
passage of the amendment before the
legislature. Commissioner Roux
seconded, it was carried unanimously.
12. CITY WIDE MERIT DATE: Request withdrawn by Police Association.
13. AMF~iD CIVIL SERVICE Ron McKinney presented a request to
AMENDMENT: amend Civil Service Rule 5.04, Oral
Review Board testing. The proposed
amendment would change the Oral Review
Board to a "pass/fail" examination only
when the Oral Review Board is used in
conjunction with any other method of
testing. Chief McGlasson presented
comments, as did Lee Pitts, endorsing
the request. Their comments included
that the change would eliminate lengthy
delays in establishing eligibility lists
for entry level police officers and
firefighters. After discussion,
Chairman Pederson recommended the change
be made to Civil Service Rule 5.04 to
allow the Oral Review Board be a
"pass/fail" examination only when the
Oral Review Board is used in conjunction
with any other method of testing.
Seconded by Canen_issioner Newsom, the
motion carried unanimously.
14. EDUCATION/CERTIFICATION

Police Association President Mike Young
presented a request to implement a
Police Officers Education/Certification
Incentive Pay Plan, and explained the
proposed program. There was discussion
of the advantages of education on its
own merit, and also on the job. Also
discussed was the fact that the City
reimburses for education. Lee Pitts
presented additional statistics and
information concerning other departments
and their policies, and Police Officer
Brian Crowson spoke up in favor of the
program. Commissioner Roux made a
motion to implement the Incentive Pay
Plan. There was no second to the
motion. Commissioner Cope requested the
association prepare additional
information and resu~anit their request
at a later date.
In further discussion, Counci]man Lyle
Welch thanked the conunission for their
time and efforts, and expressed praise
to the Police Department and Chief
McGlasson.
The meeting adjourned at 9:50 p.m.
