CALL TO ORDER Vice-Chairman Brad Greene called the meeting to order August 7, 2006 at 6:03 p.m. 2. APPROVAL OF THE MINUTES APPROVED MR. MILLER MOVED TO APPROVE THE MINUTES OF THE .TUNE 5, 2006 PARK AND RECREATION BOARD MEETING. MR. MCELROY SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5.0. 3. PR 06-20 INTRODUCTION OF NEW PARK AND RECREATION BOARD MEMBERS AND STAFF Staff welcomed the following new Park and Recreation Board Members: Ricky McElroy, Place 1 Tom Lombard, Place 2 Jay Crane, Place 6 Tracye Tipps, Alternate The following new staff member was also introduced: Joe Pack, Senior Park Planner Ms. Loftice also commented about the fire at Cross Timbers Park, confirming that the fire breaks and berms worked exactly as planned. She noted that the fire department was continuing their investigation. 4. PR 06-21 ELECTION OF CHAIR AND VICE-CHAIR MR. MILLER MOVED TO APPOINT BRAD GREENE AS CHAIRMAN. MR. MCELROY SECONDED THE MOTION. MOTION TO APPROVE CARRIED 5.0. MR. GREENE MOVED TO APPOINT MARTY KUSMIERSKI AS VICE-CHAIR. MR. MILLER SECONDED THE MOTION. MOTION TO APPROVE CARRIED S-O. 5. PR 06-22 OVERVIEW OF PARKS THE PARKS AND RECREATION DEPARTMENT Staff gave a PowerPoint Presentation providing an overview of the Parks and Recreation Department. Information presented included: History of the Department Funding Sources Capital Improvement Projects Park Design and Development Recreation Programs and Special Events Athletic Programs Senior Adult Centers Cultural Arts & Public Art Richland Tennis Center NRH2O Park and Recreation Board Minutes August 7, 2006 2 6. PR 06-23 HOW TO BE AN EFFECTIVE PARK AND RECREATION BOARD MEMBER Ms. Vickie Loftice introduced Mr. Don Tipps, Park Board member from 1980 - 1998 and Chairman from 1989 - 1998. Mr. Tipps spoke about serving on the Park and Recreation Board and the many benefits received such as the intrinsic satisfaction of contributing to the lives of our citizens through parks, open space, facilities, programs and services. Staff and returning Park Board members presented information on "How to be an Effective Park Board Member". Ms. Loftice discussed scheduling a tour of facilities for the new Board Members and any other member that would like to attend. After discussion, the Board determined that the tour will be scheduled for October or November. 7. PR 06-24 PARKS IN PROGRESS UPDATE Mr. Bill Thornton updated the Park and Recreation Board on the following: Bill accessed the Parks In Progress Newsletter and showed several pictures of current projects including the mission wall at the Little Bear Creek Neighborhood Park, the faux streets and sitting area at Ace Park and the new decorative fence at Liberty Park. Mr. Miller wanted to know where the Blvd 26 Trail bridge would be located. Mr. Thornton commented that there will be one bridge in addition to Rodger Line Drive Bridge to create a loop for the trail. Mr. Miller also wanted to know the status of the Lakes at Liberty Park. Mr. Thornton commented that the project is funded in two phases due to time constraints. The Lake project has been included in the CIP Budget for Council consideration in September. Mr. Lombard wanted to know the estimated completion date of the Lakes at Calloway Creek Study. Mr. Thornton commented that it should be complete in the Fall. Mr. Crane wanted to know if any plans are under way for skate boarders at Ace Park. Mr. Thornton commented that they were not planned at this particular facility. A skate park was not included as a high priority in the 2000 Master Plan. The new Master Plan, being prepared now, will allow residents the opportunity to express the need for such a facility. Park and Recreation Board Minutes August 7, 2006 3 8. PR 06-25 RECREATION PROGRAMS UPDATE Ms. Sharon Davis commented that they are always looking for volunteers for special events. Included in their packet is a calendar that has the upcoming events listed. They were encouraged to contact Ms. Davis if they were interested in volunteering. Mr. Miller promoted the Saturday Evening event at Dan Echols Senior Center. Twenty- six musicians get together and play music for anyone who wants to attend. They ask for $1 donation at the door. Mr. Miller also encouraged all the Board Members to visit the senior centers. 9. PR 06-26 NRHZO FAMILY WATER PARK UPDATE Mr. Chris Swartz updated the Park and Recreation Board on activities at NRH2O. 10. OTHER INFORMATION ITEMS Ms. Loftice announced the next meeting date which is October 2, 2006. She also announced the "My Part of Town" Movie Night at Dick Faram Park featuring the movie E.T. The Autumn Night Music Concert Series will be held on October 7th featuring Cowboys and Indians, a western swing group. October 14th Me & My Monkey, a Beatles tribute band, will perform. Both concerts will be held at Kay Granger Park at Mullendore Elementary School. Park and Recreation Board Minutes August 7, 2006 4 11. ADJOURNMENT MR. MILLER MOVED TO ADJOURN THE MEETING AT 8:33 P.M.
