The below listed items are placed on the Agenda for discussion and/or action. MINUTES OF THE NORTH RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING HELD IN THE CITY HALL, 7301 NORTHEAST LOOP 820 -AUGUST 28, 2000 - 6:15 P.M. 1. CALL TO ORDER On the 28th day of August, 2000 at 6:15 p.m., the North Richland Hills Crime Control and Prevention District convened in the City Council Chambers at the North Richland Hills City Hall, 7301 Northeast Loop 820, North Richland Hills, Texas with the following members present: Charles Scoma Lyle E. APPROVAL OF MINUTES OF THE AUGUST 4-5, 2000 WORK SESSION APPROVED Board Member Phifer moved, seconded by Board Member Johnson, to approve the minutes of the August 4-5, 2000 Work Session. Motion prevailed by the following vote: Aye: 7 votes No: 0 votes 3. CCD 2000-02 PUBLIC HEARING ON CRIME CONTROL ~ PREVENTION DISTRICT PROPOSED 2000-2001 BUDGET AND AUTHORIZE ADOPTION APPROVED Police Chief Shockley presented the proposed 2000-01 budget for the Crime Control and Prevention District. President Scoma opened the Public Hearing and called for anyone wishing to speak to come forward. There being no one wishing to speak, President Scoma closed the Public Hearing. Board Member Johnson moved, seconded by Board Member Trevino, to approve the revised 1999-2000 budget in the amount of $4,319,511 and the 2000-2001 budget in the amount of $4,422,619 and recommend Council approval. Motion prevailed by the following vote: Aye: 7 votes No: 0 votes 4. ADJOURNMENT There being no further business, President Scoma adjourned the meeting at 6:26 p.m. APPROVED: Charles Scoma -President ATTEST: Patricia Hutson -Secretary North Richland Hills Crime Control and Prevention District August 28, 2000 Minutes Page 2 Department: Administration CITY OF NORTH RICHLAND HILLS CR/ME CONTROL DISTRICT BOARD CCD Meeting Date:1/8/01 subject:_Calling Referendum Election for Continuation of Crime Agenda Number: CCD 2001-01 Control & Prevention District -CCD Resolution No. 2001-A At the January 8 City Council meeting, the Council will be taking action on Resolution No. 2001-02 requesting the North Richland Hills Crime Control and Prevention District to order a referendum in February 2001 to allow voting for or against the continuation of the Crime Control and Prevention District and sales tax for ten years. The attached Crime Control District Resolution orders the election to be held on February 24, 2001. The resolution calls for the election to be conducted in accordance with the Texas Election Laws. It establishes the voting locations, provides for the appointment of election officials and provides for early voting procedures. Recommendation: To approve CCD Resolution No. 2001-A Finance Review Source of Funds: Bonds (GO/Rev.) Operating Budget Other Department Head Signature Account Number Sufficient Funds A Finance Director RESOLUTION NO. 2001-A NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE NORTH RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT, that: 1. A referendum is hereby ordered to be held on February 24, 2001 in the North Richland Hills Crime Control and Prevention District wherein the eligible voters residing within the District shall be permitted to vote for or against the proposition: "Whether the North Richland Hills Crime Control and Prevention District should be continued for ten years and the Crime Control and Prevention District sales tax should be continued for ten years." 2. Such election (referendum) shall be held at the following locations for the following precincts: Precinct Precinct One ................... (includes County voting precincts 3041, 3214, 3324, 3333, 3350, 3364, 3366) Voting Location City Hall 7301 N.E. Loop 820 North Richland Hills, Texas Precinct Two .................... (includes County voting precincts 3140, 3215, 3289, 3325, 3326, 3424, and 3425) Precinct Three ................... (includes County voting precincts 3049, 3063, 3177, 3209, 3367, 3387, 3507 and 3527) Dan Echols Senior Adult Center 6801 Glenview Dr. North Richland Hills, Texas Bursey Road Senior Adult Center 7301 Bursey Road North Richland Hills, Texas Polls will be open from 7:00 a.m. until 7:00 p.m. on Election Day. 3. Early voting by personal appearance shall be held at the North Richland Hills City Hall, 7301 N. E. Loop 820, North Richland Hills, Texas between the hours of 8:00 a.m. and 5:00 p.m. Monday through Friday of each week beginning on Wednesday, February 7, 2001 at 8:00 a.m. and ending on February 20, 2001 at 5:00 p.m. Resolution No. CCD 2001-A Page 2 of 3 4. The following election officials are appointed to serve at the polling places: Precinct One Presiding Judge Alternate Judge Gerry Cozby Bill Weihs Precinct Two Precinct Three Presiding Judge Alternate Judge Presiding Judge Alternate Judge Neta Mason Kay Littrell Kathy Graves Cherie Redenbaugh Each presiding judge shall appoint not more than six election clerks. The alternate election judge shall be one of the clerks. The presiding judge at Precinct One and at least two election clerks shall also serve as the early voting ballot board. 6. The referendum election shall be conducted pursuant to the election laws of the State of Texas. 7. The proposed continuation of the sales and use tax rate shall be one-half of one percent.
