CALL TO ORDER
Chairman Tom Lombard called the meeting to order October 6, 2008 at 6:00 p.m.

APPROVAL OF THE MINUTES OF THE AUGUST 4, 2008 MEETING
APPROVED
Motion: Mr. Greene moved to approve the minutes of the August 4, 2008 Park and
Recreation Board meeting. Mr. Filis seconded the motion.
Motion to approve carried 6-0.

UPDATE ON THE 2008 NIGHT OF HOLIDAY MAGIC
Sharon Davis presented: The 2008 Night of Holiday Magic is moving to the parking lot
at NRH2O Family Water Park. Along with the new location there is a new logo, and
extended hours for children to visit with Santa and shop in the Holiday Market. During
the week of December 7-14 the holiday scenes will be open from 3:00 - 9:00 p.m.
allowing people the opportunity to visit and take pictures by the scenes. The Holiday
Market will be open and Santa Claus will be available during the weekend of December
12-14 from 6:00 - 9:00 p.m. Staff is also shipping in some real Colorado snow so
people can enjoy tubing down a real snow hill. The vendor providing this attraction will
be bringing three semi-trucks full of ice. Staff is expecting approximately 24,000 people
to attend the event this year.

PRESENTATION OF THE NRH2O THIRD PHASE ATTRACTION DESIGN
Bill Thornton presented: LBL Architects was hired to design the Third Phase Attraction
for NRH2O Family Water Park. The project provides for a freeform, natural, tropical
lagoon activity pool with associated amenities designed to attract the pre-teen and
teenage age group. Proposed improvements include a large "blue lagoon" pool with
sand beach, sand volleyball area, seating/deck area, new restroom building, filtration
building and chemical storage area. Staff anticipates bidding out the project and
awarding a construction contract in December.

PARK MAINTENANCE AND INFRASTRUCTURE UPDATE
Gary Bechthold presented: Gary presented information and details about the activities
of the maintenance and operations division including staffing, special projects, and
horticultural services.
Gary also highlighted some of the various duties performed by staff which includes:
mowing, sports field preparation & maintenance, arboricultural activities and playground
inspections. Parks and Recreation has several Certified Playground Inspectors on staff
that inspects all playgrounds once a month. He also talked about the number of sports
tournaments held each year in NRH.

CURRENT CAPITAL PROJECTS IN PROGRESS UPDATE
Bill Thornton presented: The 2008 Annual Tree Planting project is complete as well as
the new parking lot at Tipps Canine Hollow.
The Founders and Legacy Recognition Program signs are expected to be delivered by
October 21 with installation soon thereafter.
Land issues are being resolved for the final site selection for the Recreation Center.
Installation of the irrigation system is complete at J.B. Sandlin Park.

NRH2O FAMILY WATERPARK UPDATE
NRHZO finished the 2008 Season with approximately 233,000 visitors. Final numbers
are being calculated and will be presented at the December Park and Recreation Board
meeting.

UPCOMING PARKS AND RECREATION DEPARTMENT
RELATED CITY COUNCIL AGENDA ITEMS
Vickie Loftice presented: The NRH2O End of Season Report and Consensus on 2009
Pricing is anticipated to go to Council on November 10, 2008.
The Award of Contract for Construction of the Third Phase Attraction at NRH2O is
expected to be taken to Council on December 22, 2008.
Staff will be reviewing the Pubic Art Design for the Grand Avenue Park Plaza with City
Council on October 13.

OTHER INFORMATIONAL ITEMS
Sharon announced the Companies In Action Awards Luncheon will be held on October
11 at 1:00 p.m. at Iron Horse Golf Course.
The second concert in the Autumn Night Music Concert Series will be held on Saturday,
October 11 with "The Factory" playing at Kay Granger Park.
Sharon also handed out the Night of Holiday Magic postcards.

Mr. Crane moved to adjourn the meeting at 7:10 p.m. Mr. Filis seconded the
motion.
