MINUTES OF THE MEETING OF THE
CAPITAL IMPROVEMENTS ADVISORY COMMITTEE
DECEMBER 17, 1987 - 7:30 P. M.
CALL TO ORDER
The meeting was called to order by the
Chairman, Don Bowen, at 9:05 P. M.

1. Adoption of Rules and Procedures.
Chairman Bowen stated that since this
is the first meeting of this Committee
they have a set of Rules and
Procedures to adopt.
Mr. Tucker said he doesn't grasp the
meaning of this. He said it states
this Committee is to advise, review,
monitor, and file.
Mr. Royston stated this Committee is
to present to the City Council the
Capital Improvement Program for
Drainage for the City of North
Richland Hills. He said the Committee
is to report their comments and
findings to the City Council.
Mr. Tucker asked if this is just for
drainage.
Mr. Royston stated it is for drainage
now, but later it could be for other
Capital Improvement Programs.
Mr. Tucker asked how the Committee
would monitor or evaluate what is
being done.

Mr. Royston said the task doesn't end
with the Impact Fee. He said
semi-annually the City Staff will
submit to the Committee what they have
done.
Mr. Tucker said the Committee could
become a rubber stamp.
Mr. Royston said the roll of the
Committee will be to have Public
Hearings from time to time.
Jack Stowe, Consultant, came forward.
He read from the Rules and Procedures
the duties of the Committee:
1. To advise and assist the City in
adopting Land Use Assumptions.
2. To review the Capital Improvements
Plan and file it's written
comments.
3. To monitor and evaluate
implementation of the Capital
Improvements Plan.
4. To file semi-annual written
reports with respect to the
progress of the Capital
Improvements Plan and to report to
the City any perceived inequities
in implementing the Plan or
imposing the Impact Fee.
5. To advise the City of the need to
update or revise the Land use
Assumption, Capital Improvements
Plan and Impact Fee.
6. Provide other Impact Fee advisory
services as directed by the City
Council.
Mr. Stowe stated the Committee will
develop an accounting record and
decide from it whether or not the fee
is functioning properly. He said they
would look at it on a semi-annual
basis.
Mr. Lueck asked if a law was passed
that they must collect this fee.
Mr. Stowe said no, the City chose to
do this.

Mr. Lueck asked who on the Committee
is in real estate.
Mr. Royston stated that when you have
a full Committee, there would be Mark
Wood, David Barfield, and Carole
Flippo.
Mr. Barfield made the motion to adopt
these Rules of Order and Procedures
for this Advisory Committee. This
motion was seconded by Mr. Tricoli and
the motion carried 6-0.
2. Consideration of Land Use Assumption Plan, pursuant to adoption of a
Capital Improvements Program for Drainage Impact Fees.
Chairman Bowen opened the Public
Hearing to consider the Land Use
Assumption Plan, pursuant to adoption
of a Capital Improvements Program for
Drainage Impact Fees.
Greg Dickens, Asst. Director of Public
Works, came forward. He said as
instructed by the City Council, the
City Staff has come up with a plan for
impact fees. He said they have
developed a map from the Land Use Plan
and the Zoning Map. Mr. Dickens asked
the Committee's approval and recommend
adoption by the City Council.
The Committed studied the map and the
table.
Chairman Bowen called for anyone
wishing to speak regarding this matter
to please come forward.
Owen D. Long, Engineer, came forward.
He stated there are areas that do not
match the zoning map.
Mr. Royston stated they took the
Future Land Use Map and the Zoning Map
and combined them. He said it will be
changed from time to time.
Mr. Dickens stated it is a mere image
of the Land Use Plan and the Zoning
Map.

Chairman Bowen called for anyone else
wishing to speak to please come
forward.
There being no one else wishing to
speak, Chairman Bowen closed the
Public Hearing.
Mr. Tucker made the motion for the
Committee adopt this Land Use
Assumption Plan and send it to the
City Council with the recommendation
they adopt it and the Committee will
amend the map as needed from time to
time. This motion was seconded by Mr.
Tricoli and the motion carried 6-0.
ADJOURNMENT
The meeting adjourned at 9:40 P. M.
