called the meeting to order at 4:00 p.m.
Councilman Welch announced to the CIP
Committee that this would be his last CIP Meeting
as Chairman.
Approve Minutes of In the absence of Councilman Tolbert, Mayor No Action
3/21/2002 Meeting Trevino (CIP Committee alternate) moved that the
minutes be approved. Councilwoman Johnson
seconded the motion. Motion carried.

2003 Preventive The proposed 2003 Preventive Street Maintenance Mike Curtis/
Street Maintenance Program was presented to the Committee. The Jimmy Cates
Program proposed program will consist of 16 streets being
overlaid, 22 streets being slurry sealed and 33
streets being crack sealed. Mike Curtis, Public
Works Director, discussed the objectives of the
program and how streets are evaluated for each of
the different techniques used.

Staff had received a request to review 2 additional
streets for the program, Clift Street and Walter
Street. Staff reported to the Committee that
sufficient funds were available to include the 2
streets if so directed by the Committee. Staff
explained to the Committee that time constraints
could prevent the streets from being done this year,
but if that happened minor repairs would be made
this year and the streets would be included in the
2004 Preventive Street Maintenance Program.
Councilwoman Johnson requested that staff also
review the condition of Vance Street. Staff stated
that they would review the condition of Vance, and
make any necessary repairs needed.
The Committee asked staff to provide a list of the
streets that were not included in the 2003 Bond
Program, but are included in the proposed 2003
Preventive Street Maintenance Program. Staff
explained that some of the streets may not have
been included in 2003 Preventive Street
Maintenance Program if major drainage work would
be required. Staff will provide a list of the streets to
Council.
Councilman Tolbert made the motion that the 2003
Preventive Street Maintenance Program be
approved as presented, with Clift Street and Walter
Street being included if time permits.
Councilwoman Johnson seconded the motion.
Motion carried.
Staff will present the 2003 Preventive Street
Maintenance Program to the City Council for formal
approval at the March 24, 2003 Council Meeting.

CIP Committee Chairman, Councilman Welch,
called the meeting to order at 3:37 p.m.
Approve Minutes of Councilman Tolbert moved that the minutes of No Action
11/02/2000 Meeting the 11/02/2000 CIP Meeting be approved.
Councilman Trevino advised that Mayor Scoma's
title was incorrectly shown in the minutes, and
should be corrected. Motion was made to
approve the minutes and the correction noted.
Motion carried.
2002 Preventive Staff presented to the Committee the proposed Mike Curtis/
Street Maintenance 2002 Preventive Street Maintenance Program. Jimmy Cates
Program The program will consist of 12 streets being
asphalt overlaid, 15 streets being slurry sealed,
24 streets being crack sealed, and the white
topping of one intersection.
Staff explained to the committee what criteria is
used to determine which method is best for a
street.
Chairman Welch asked for clarification on how
the money could be used from the Permanent
Street Maintenance Fund. He wanted to be sure
it could be used for the other preventive street
maintenance methods, and not just overlav. Staff

explained that as long as the money was being
used to do street maintenance to extend the life
of the street the money could be used from that
account.
3:55 p.m. Mayor Charles Scoma present.
Staff explained the whitetopping technique to the
committee. Whitetopping is similar to as asphalt
overlay, but cement is used in place of asphalt.
Whitetopping is usually done in an area where
there is a large amount of truck traffic and
stopping/starting, such as an intersection. It
should last longer than asphalt.
The committee asked staff what is required from
developers to insure that streets do not fail. Staff
explained that the Public Works Department
requires soil types to be made to determine if the
subgrade should be lime or cement stabilized.
We also require a 2-year maintenance bond from
the contractor.
Councilman Tolbert made the motion to approve
the 2002 Preventive Street Maintenance Program
as presented. Councilman Trevino seconded the
motion. Motion carried.
Staff will present the 2002 Preventive Street
Maintenance Program to the City Council for
approval on April 8, 2002.

Subject: 2003 Preventive Street Maintenance Proqram

The Public Works Department has developed a 2003 Preventive Street Maintenance
Program. The program consists of asphalt overlay (16 streets), slurry seal (22 streets),
and crack seal (33 streets). Attached you will find a listing of the streets being considered.
The streets identified to be overlaid are generally the streets that have the lowest condition
rating. Public Works staff has looked at the streets with the lowest condition rating and
made a determination as to which streets are eligible for a 2" HMAC Overlay. Staff also
considered budget and the rate of pavement deterioration to develop the recommended list
of streets to be overlaid.
It was requested that staff review the conditions of Clift Street and Walter Road and
consider them for this year's program. The condition of the streets do warrant an overlay,
however the traffic volumes are considerably lower than the streets proposed. The cost to
overlay both streets is estimated to be $35,000. Staff believes that there will be sufficient
funds and time to include these streets in this year's program if approved by the CIP
Committee. If these streets are not overlaid this year they will be included in next year's
program and staff will perform the necessary maintenance this year to improve their
condition.
The estimated cost for the 2003 Preventive Street Maintenance Program is $615,217. City
Council approved a $600,000 in the 2002/2003 Capital Projects Budget and we have a
surplus of money left from last year's budget.
Staff will be available at the meeting to answer any questions.
