Approve Minutes from
1/21/97 CIP Meeting
Councilman Wood moved that the minutes from the 1/21/97
CIP Meeting be approved. Councilman Phifer seconded.
Motion carried.

Traffic Signals on Trinidad
Drive at Holiday Lane and
at Rufe Snow Drive
Morris Wright (5708 Puerto Vallarta) had asked the City to
consider installing the signal lights. Randy Shiflet, Assistant
City Manager, explained to the CIP Committee that the Public
Works Department had performed traffic studies, and both
intersections did warrant a signal light. It was suggested the
signalization of Trinidad at Rufe Snow be considered after the
widening on Rufe Snow Drive and the CIP Committee agreed.

Concerns were expressed for the close proximity to other
signal lights located on Holiday Lane to Trinidad. The CIP
Committee requested staff to proceed with cost estimates and
possible funding source for a signal light to be installed at
Trinidad and Holiday Lane, and present to Council for formal
action. The motion was made by Councilman Weod and
seconded by Councilman Phifer. Motion carried.

Ridgetop Road Street Mr. and Mrs. Adams (6741 Ridgetop Road) had expressed No Action
Improvements their concerns about the condition of the curb and gutter and Required
pavement on Ridgetop Road, primarily in front of their
residence and the next two houses to the east. Currently the
street has a condition rating of 75. Staff explained to the CIP
Committee that Ridgetop Road would probably be on the
Overlay Program in 1998 or 1999. Staff recommended the
pavement in front of these three homes be repaired as an
interium measure. The CIP Committee agreed.
Traffic Signals on Dick Ms. Cynthia Haben (4921 Skylark Circle) had made a request Greg Dickens/
Lewis Drive at Richland to the Police Department that a signal light might be needed at Jimmy Cates
High School Park Lot Dick Lewis Drive and Richland High School Parking Lot,
Entrance especially during the morning and afternoon school rush. The
Public Works Department had conducted a traffic signal light
warrant review, and the intersection did warrant signals in 2 of
the 12 categories. The CIP Committee agreed that a signal
light is needed and requested the City Manager to meet with
BISD personnel for possible participation with the cost. The
Committee also asked the staff to review any other more cost
effective options (including the ability to "turn off' the signal
during times that school is not in session) and possible
funding sources. Staff should then present the options, cost
estimates, and funding sources to Council. The motion was
made by Councilman Wood and seconded by Councilman
Phifer. Motion carried.
It was also recommended staff present to Council a proposed
street name change on the west end of this street to make
Dick Lewis Drive continuous from Holiday Lane to Rufe Snow
Drive.
Calloway Branch Channel This section of Calloway Branch Channel is from Chapman C.A. Sanford/
Improvements, Section B Road to Hightower Drive. Randy Shiflet, Assistant City Greg Dickens
Manager, explained the three options and showed the
Committee how much property would be removed from the
flood plain with each option.
The Committee recommended Option 1, fully concrete lined
channel, if Billy Graham would pay $220,000 toward these
improvements and give (at no cost) the necessary additional
street right-of-way for future Hightower Drive. Staff should
present the results to Council for formal action.
Mayor Brown recommended staff review the feasibility of
changing the proposed alignment to a straight alignment from
Hightower Drive through Chapman Drive into Richfield Park.
Any additional cost for a house purchase and removal,
removal of parking lot, and loss of ballfield use should be
taken into account.
Councilman Wood made the motion, and Councilman Phifer
seconded. Motion carried.

Other Items Other items discussed: Greg Dickens
(1) The City ~anager requested the CIP Committee to
consider providing some direction and/or policy as to how
much we spend each year on County roads and residential
roads.
(2) Crane Road - Staff and the CIP Committee agreed that
Crane Road construction should be delayed temporarily until
further discussion concerning assessments could occur.
(3)Shady Grove Road - Ms. Cheryl L. Flynn, 8601 Clay Hibbins
Road, had sent a letter to the CIP Committee requesting some
improvements be made to Shady Grove Road. The CIP
Committee recommended the Mayor and City Manager
discuss Shady Grove Road improvement and associated cost
with the City of Keller and Tarrant County.
