Mayor Brown moved that the minutes be approved. No
objections. Motion carried.
A list of projects for next year's CIP program was presented
to the CIP Committee for consideration. The projects listed
were considered to be of higher priority than others in the
1994 Bond Package, due to various factors (traffic volume,
grant funds, flood control, etc.).
Upon completion of the meeting, the list contained the
following projects: Rufe Snow Drive (IH 820 to
WataugaRd.), Rufe Snow Drive Bridge @ IH 820, Rufe
Snow Drive/Glenview Dr. Intersection, Rufe Snow Drive
(Marilyn Ln. to IH 820), Calloway Branch Channel
Improvements A (Windhaven Ct. to Hightower Dr.),
Calloway Branch Channel Improvements B (Hightower
Dr. to Chapman Dr.), Hightower Drive (Sections AI, A2,
B, C, D), Maplewood Avenue (Laurel Ln. To Davis
Blvd.), and Crane Road (Martin Rd. to Amundson Rd.).
Total cost $9,353.435.
It was noted that this list totals well over the limit of
$6,000,000 for an annual General Obligation Bond Sale.
The Committee agreed the sale could be held to the limit
because all the projects included in the 1995196 CIP would
not be constructed in 1995/96. Engineering and right-of-
way acquisition could be accomplished probably on all with
a large part of construction begun.
The CIP Committee recommended staff take the list to
Council for approval.
An expenditure versus budget summary of the 1995 Overlay
Program was presented to the Committee, which showed a
savings of approximately $160,000. Staff explained that
with this savings three additional streets could be asphalt
milled and overlaid: North Richland Blvd. (Crestwood
Circle West to Davis Blvd.), Lariat Trail (Meadow Lakes
Dr. to Riviera Dr.) and Richland Plaza (Billie Faye Dr. to
SH 26). The Committee approved the addition of these 3
streets and also requested that Hewitt Street (from Briardale
Dr. to Meadow Rd.) be included. This should be presented
to Council for formal action.

Three firms were consulted to provide preliminary and
design engineering services for several of the flood
mitigation projects, which had been previously reviewed
with Council on July 6th. The firm, project name and
estimated maximum fee amount was presented to the
Committee for review. After discussion with Staff, it was
the recommendation of the Committee to proceed with the 3
engineering firms as presented, but negotiate costs further.
Staff was also instructed that on the Teakwood Court project
to include review of the flooding in the backyards of those
homes on the south side of Teakwood Court to the east of
where the existing flume is located.
Staff should present this information to Council for formal
action.
A report showing the value of the CIP Projects which were
final paid in fiscal years 1993/94 and 1994/95, and proposed
total for 1995/96 was presented to the Committee.
The property owner at 6805 North Park Drive had requested
the drainage problem in their backyard be presented to the
CIP Committee for consideration. Staff explained that this
problem can be seen elsewhere along the block. It was also
explained that this type of drainage problem is usually
compounded by the homeowner landscaping the side yards.
It was the decision of the Committee that this is the
homeowners responsibility, and not the City's.
Mr. Anderson expressed to the Committee his concern for
pedestrians walking or bicycling along Crane Road. The
construction on Precinct Line Road and Cardinal Lane at
Martin Drive has diverted additional motor vehicles onto
Crane Road, which is currently a bar ditch road, without
sidewalks. He said the traffic had increased greatly, and
wanted the Committee to be made aware of a potentially
dangerous situation.
The Committee proposed that Crane Road be added to the
1995/96 Street and Drainage CIP. The consensus was that
not all projects on the list will get built in 1995/96, but at
least all the engineering for the projects would be completed
and ROW acquisition begun.
Staff was also instructed to talk with the Police Department
about additional atrol covera e in that area.
