APPROVAL OF MINUTES
FROM AUGUST 23, 1994
MEETING
HIGHTOWER DRIVE FROM
RUFE SNOW DRIVE TO
CALLOWAY BRANCH
Councilman Wood moved that the minutes be
approved. No objections. Motion carried.
Staff explained to the Committee that it may be
advantageous to the progress of the Tom Thumb
development to obligate the City to constructing
Hightower Drive from Rufe Snow Drive to
Crosstimbers. It would help expedite development of
the other unplatted C-l and R-7-MF zoned property
north of Hightower Drive adjacent to the proposed
Tom Thumb site.
The Committee suggested the City build all of
Hightower Drive from Rufe Snow Drive to Meadow
Creek Road to finish out the unimproved section of
Hightower Drive. All adjacent property will be
assessed. This construction could be broken up in
phases, depending on the progress of development.
Total budget per 1994 Bond Election is $1,117,000.
Estimated costs for Hightower Drive to Crosstimbers
is $385,000.
The CIP Committee recommended staff take this to
Council for consideration.

Staff outlined the possible increase in budget for this Greg
CALLOWAY BRANCH project for $640,000 approved with the 1994 Bond Dickens
CHANNEL IMPROVEMENTS Election to $1,195,000 to cover cost of proposed full
FROM IDGHTOWER DRIVE concrete lining from just downstream of Hightower
TO CHAPMAN DRIVE Drive to Chapman Road. Additional $555,000 could
be appropriated from Unspecified Drainge Fund
Branch. This would be done with dedication of '
Calloway Branch drainage easement and Hightower
Drive right-of-way needed. Construction will occur
in conjunction with the development of the Billy
Graham property located adjacent to the channel on
the west side.
The CIP Committee recommended staff take this item
to Council for consideration.
MISC. CONCRETE REPAIRS A list of repairs to get rid of sunken spots in the Greg
TO STREETS FOR REMOVAL gutters, requested by property owners, was presented Dickens
OF SUNKEN SPOTS to the CIP Committee. Staff explained that the
estimated cost for the repairs is $220,000 by using
local concrete contractors, the repairs could be
completed in 12 to 18 months. Sufficient funds are
available in the Unspecified Street Fund Balance.
The CIP Committee recommended staff present this
item to City Council for approval.
1994/95 STREET OVERLAY A comparison of various street restorative techniques Greg
PROGRAM and their associated costs was presented to the Dickens/
Committee. Staff recommended the in-house 2" Jimmy
asphalt overlay process. Using the current staff, 4.7 Cates
miles of street could be resurfaced the fiscal year
1994/95, as long as nothing unexpected arises. Staff
also explained to the Committee that 9.5 miles of
street could be overlaid if additional personnel and
equipment was added. This crew would be primarily
for overlay projects, but could be utilized in other
areas as well. Additional funding for the
recommended expanded overlay program can come
from 1993/94 General Fund Balance Savings
($300,000) and a possible 1995 G.O. Bond Sale
increase ($1,025,550).
The Committee requested staff present this item to
Council for consideration.
ADDITIONAL PERSONNEL The City Manager explained to the Committee the Greg
FOR CIP PROGRAM need for a CIP Project Coordinator and Clerk to assist Dickens
in the timely execution of the 1994 G.O. Bond
Election Capital Improvements Program.
The Committee recommended staff present to Council
for consideration.
