Citizens Present: Grady Payne, 6350 Glenview Drive ITEM APPROVAL OF MINUTES FOR 9/29/92 MEETING DISCUSSION Mayor Brown motioned that the minutes of the September 29, 1992 CIP Meeting be approved. The motion was seconded by Councilman Mark Wood. Motion carried. Staff showed that currently, $1,580,000 street bonds and $6,285,000 drainage bonds remain to be sold from the 1985 Bond Election. In order to complete various street and drainage projects within the City, staff requested that $1,580,000 of street bonds and $2,285,000 of the drainage bonds be sold. Certain fund reallocations were outlined as well. PROPOSED 1993 STREET & DRAINAGE BOND SALE The CIP Committee discussed and recommended funding the debt service for the proposed drainage bond sale from 1994 Drainage Utility Fees. The CIP Committee requested that staff present the proposed bond sale and reallocation of funds to the City Council for approval. ACTION No Action Required Greg Dickens WALKERS BRANCH CHANNEL FROM CARDINAL LANE TO AMUNDSON DRIVE 1993 DRAINAGE IMPROVEMENTS PROGRAM In order to not slow the Texas Department of Greg Dickens Transportation's process of designing Watauga Road from Davis Boulevard to Precinct Line Road staff requested that the City go forward with the downstream portion of the overall project for Walkers Branch Channel. Staff recommends that the project be divided into two phases, the first phase being that section from Cardinal Lane to Amundson Drive. KEF presented two cost alternatives. The first alternative would be a fully concreted lined channel. The second alternative included concrete and earthen channel. Staff explained that the project could be paid from the proposed 1993 Street and Drainage Bond Sale. The Committee instructed staff take this item to Council recommending the first alternative, a fully concrete lined channel. Staff presented to the Committee a summary of revenue available that could the used for funding of new drainage projects, and an outline of possible projects for the 1993 Drainage Improvements Program. The ClP Committee recommended that three projects be added to the drainage projects list: Springhill Court Drainage Improvements, North Forty Drive Storm Drain, and Greenwood Way Storm Drain. Staff was also instructed to bring to the next CIP Meeting an estimated schedule of start dates for the projects. The CIP Committee also recommended Council drop the Odell Street Drainage Improvements project from the "possible drainage projects" list. Several of the property owners when contacted by the City staff about the project did not want any grading or pipe in their backyards. Greg Dickens BEWLEY IONYX DRIVE RECONSTRUCTION FROM TOURIST DR. TO BILLIE FAYE DR. MACKEY CREEK FLOOD PLAIN REVISION STUDY Staff explained that this project was included as part of the 1985 Bond Election improvements at an estimted cost of $794,570. KEF's updated cost estimates of $2,100,000 down to $818,000 were presented. The estimated project costs vary based on whether the City wants a bridge over Big Fossil Creek with 100-year or 5-year storm capacity. The ClP Committee instructed staff to proceed with the original plan that was presented to the voters in the 1985 Bond Election. Staff reported to the Committee on the need to revise the federally designated 100-year flood plain along Mackey Creek. Several improvement projects have been completed on this channel since the last detailed FEMA flood plain map revision. All the improvements should decrease the 1 OO-year flood plain. This flood plain reduction should affect numerous homes and properties along Mackey Creek. The CIP Committee recommended staff take this item to Council for consideration. The Committee recommended using $19,000 from the 1993 General CIP Drawdown Fund to pay for an overall Mackey Creek flood plain study. Greg Dickens Greg Dickens
