DISCUSSION
Mayor Brown moved to approve the minutes of the CIP Meeting
held on 5/26/92. Motion was seconded by Councilman Wood.
This project was originally to be considered at a later date and
was to have been an assessment project. The property owners
have not expressed an interest in having the street paved and
being assessed.
With the lack of participation from the property owners, staff
was directed to include the proposed improvements with the
Rufe Snow Drive Reconstruction Project. The estimated cost for
the improvements is $39,000.
Mayor Brown made the motion to include with the Rufe Snow
Reconstruction Project. Seconded by Councilman Wood.

PROGRAM
Mr. and Mrs. Larry Johnson, 8504 Springhill Court, were present
at the meeting and expressed their concerns with the drainage
problem they have been having for several years.
Staff presented three possible solutions with estimated costs:
grassed swale, concrete flume or a storm drain.
The Committee recommmended the concrete flume alternative, at
a cost of $8,000 be included in the proposed 1993 Drainage
Improvements Program to be presented to Council for approval.
The project is only to be done if easements are dedicated for the
flume at no cost to the City.
Staff presented K-E-F estimates for removing the valley gutter
dips on Maplewood Avenue between Calloway Branch and Davis
Boulevard. Cost estimates varied from $180,000 to $920,000.
Staff explained that sufficient funds for the least expensive
alternate could be appropriated from the 1993 Drainage Utility
Fund.

The Committee resolved to consider this in the future but not to
incude it in the proposed 1993 Drainage Improvements Program
to be considered by Council.
Staff presented two lists of drainage projects to the Committee. Greg Dickens
The first list showed the 1985 Drainge Bond projects which have
not been completed. The second list outlines possible projects
for the 1993 Drainage Improvement Program.
The Committee reviewed the list of possible projects. After
discussion it was agreed that the 1993 Drainage Improvement
Program should include Items No. 6,8,9, and 10 if possible.
6. Municipal Complex Channel Improvements ($67,500)
8. Springhill Court Drainage Improvements ($8,000)
9. Debt Service 1992 Bond Sale for Drain. Bonds Only
($284,000)
10. Additional Funding needed for Drainage Improvements
on Proposed Street Projects ($357,000)
The Committee agreed to have K-E-F review the preliminary plans
for "Calloway Branch Channel Phase III" and "Walkers Branch
Channel" projects for any excess funds due to change in
conditions or developer installed improvements. These results
will be presented with the 1993 Drainage Improvements Program
to Council as soon as possible.
AMUNDSON
ROAD
SANITARY
SEWER
Mr. Earl Baker (8808 Amundson Road) has inquired about having
sanitary sewer service made available to his property. Currently,
six homeowners on Amundson Road between Clift Street and
Walter Drive, have individual septic systems. A sanitary sewer
main is not adjacent to their properties.
Staff reviewed the situation and prepared a predesign
construction cost estimate to determine the funding necessary to
complete the project. Total estimated cost of the project is
$42,600 which the City would have to appropriate. Based on
the 90% assessment policy, the property owners were provided
an estimate of their portion of the cost and were asked to
respond favorably or unfavorably. Two out of the six property
owners responded in favor of the project.
The CIP Committee has requested staff to proceed with
construction design (stopping at Clift Street), investigate funding,
and proceed with a 50% assessment of costs. Staff should
gather all information and present to the City Council for approval
in October.
