minutes of the CIP Meeting held on 3/25/92.
Motion was seconded by Coucilman Garvin.
Richard Albin, P.E., Knowlton-English GreQ/Mark B.
Flowers, Inc. (KEF), presented to the CIP
Committee a summary outlining the cost of
sidewalks along both sides of Bursey Road
and estimated tree loss. Mr. Gary Bishop,
7401 Bursey Road, presented to the
Committee his reasons for wanting no
sidewalk along the frontage of his property.
Staff was instructed by the Committee to
install the sidewalk on the south side from
Rufe Snow Drive, to Smithfield Road and on
the north side from the east side of Hunter
Lane to Smithfield Road. Staff will also
require two property owners (Mr. Gary
Bishop, and Mrs. Wilds) to sign a Sidewalk
Covenant agreeing to pay their share of
furture sidewalk construction along their
property frontage, when such construction
becomes necessary. Mr. Bishop agreed to
set his split rail fence back four feet from the
proposed back of curb, or to leave it down
entirely.
The CIP Committee instructed staff to
proceed with the engineering and take this
issue to Council for approval with
assessment roll.

Several property owners affected by the
drainage problem along Odell Street were
present at the meeting. Approximately six
houses are involved.
Richard Albin, P.E.. (KEF) presented to the
Committee a possible solution to the
drainage problem. Extending the concrete
channel liner from Stonybrooke South
northwest to a point just north of the north
property line of 8333 Odell Street. Also
recommended was a storm drain pipe from
the channel west and north to the low spot
in Odell Street. Total cost would be
approximately $223,000. Currently, funds
are not available.
Mayor Brown requested staff to do additional
research on the possibility of an earthen
channel, and other solutions. Staff is also to
make personal contact with each affected
property owner to review their individual
situation. Bring results to next CIP Meeting.

It was originally agreed with the school GreQ/Jimmv C.
district and staff that the sidewalk to serve
the new Green Valley Elemenary School
would be constructed along the east side of
Smithfield Road from John Autry north to
Green Valley Road. Several residents
concerned with the proposed location of the
sidewalk were present at the meeting, and
brought information to the committee which
showed that more children would be crossing
the street from the west side than from the
east side.
After discussion, the CIP Committee agreed
that the sidewalk should be installed on the
west side of Smithfield Road.
Mayor Brown and Councilman Garvin also
requested that staff contact the School
District and discuss the possiblility of
additional funding for materials for sidewalk
on the east and north side of Smithfield Road
from the Green Valley Elementary School to
the Bursey Road intersection.

In order to respond to requests for minor
drainage improvements, staff requested that
$50,000 be appropriated from Unspecified
Drainage Funds and a special account set up
as Minor Drainage Improvements 1992.
Councilman Garvin moved, seconded by
Councilman Wood. Motion passed.
Several property owners on Mickey Street
were present at the meeting, and voiced
their concerns over the condition of the
street and the drainage problem.
Staff reported to the CIP Committee that
Mickey Street was to be funded from a 1968
Bond Election. More capital improvement
projects were outlined in the 1968 Bond
Election than the amount of bond funds sold
could pay for. Mickey Street was one of the
street projects excluded.
Staff presented two alternatives for
improvement to the existing street. The first
alternative was to restablize the subgrade 6
inches deep, overlay with 2 to 4 inches of
hot mix asphaltic concrete, and regrade bar
ditches beside the road. The regrading of
the bar ditches would require culverts be re-
established at all drive approaches and the
swale to the north towards Odell Street be
graded-to-drain. The second alternative
presented was to reconstruct the street as a
26 foot roadway with concrete curb and
gutter. The drainage would have to
discharge at the same point it does today.
A 1 5 foot wide drainage easement along the
property to the north to Odell Street would
need to be dedicated to the City at no
charge. A concrete flume would need to be
constructed within that easement. If the
Council found funds to appropriate for this
project, the City Manager recommended the
assessment to the Mickey Street property
owners be at the 1968 rate of $2.50 per
front foot.
The CIP Committee asked the property
owners to decide which type of road
reconstruction they would prefer, and they
needed to come to an agreement on the
drainage easement. The staff should report
back to the CIP Committee the results.

OTHER ITEMS
Due to a lack of participation by property N/A
owners along this section of Harwood Road,
it was the CIP Committee's opinion to not
install sidewalks of any kind at this time.
Several citizens present at the meeting GreQ/J. Cates
voiced their concerns over the lack of
separation between asphalt sidewalks and
the street. They felt that a white painted
stripe would not be sufficient in keeping the
traffic off of the sidewalks. The Committee
requested that staff research this problem,
and determine a possible solution.
Mr. Jerome Taylor, Ember Oaks Addition, GreQ/J. Cates
was present at the meeting. He is
requesting that the proposed Green Valley
Road sidewalk along his south property line
at 7801 Clover Leaf Drive be constructed of
concrete, instead of asphalt as originally
planned. Mr. Taylor feels an asphalt
sidewalk would decrease the value of his
property. Mr. Taylor stated that he is willing
to pay his "fair share" of the cost for a
concrete sidewalk. The Committee
requested staff investigate the cost for a
concrete sidewalk along the north right-of-
way on Green Valley Road between Clover
Leaf Drive and Ember Oaks Drive. Contact
Mr. Taylor and his neighbor behind him
fronting on Ember Oaks Drive concerning the
cost and placement.

The subject project was considered by the CIP Committee in their meeting of May 28,
1991 (see attachments). The Committee at that time suggested the drainage
improvements be put in with a total reconstruction of Harmonson Road under an
assessment project. This would be done if the adjacent property owners petitioned the
City to reconstruct the street with curb and gutter and the funds could be found.
The proposed improvements have been included in the estimate for Rufe Snow Drive
Reconstruction Project. The estimated cost for the improvements is $39,000.00.

Mr. Henry Besson, of 6719 Harmonson Road, who lives on the northwest corner of
the Harmonson Road and Flory Street intersection has complained of his yard
flooding several times in the last three years. We have investigated the
situation and offer the following explanation.
Flory Street was reconstructed several years ago. The street has "split
curbs" which means the top of the curb grade along the west is lower than the
curb grade along the east. Characteristically, the east gutter has less
capacity than the west gutter and the pavement has a cross street grade. It
would appear that this condition in combination with there being no curb and
gutter on Harmonson Road may have aggravated an existing yard drainage
problem.
When the runoff from an intense rainfall entérs the Harmonson Road and Flory
Street intersection from the east and south, I believe some of the water
directs itself towards the northwest curb radius. The absence of curb on
Harmonson Road west of this intersection allows some runoff to make its way
into Mr. Besson's yard. Mr. Besson's house finished floor level is below top
of curb grade at the intersection.
The drainage problem as described can be mitigated by installing a 24" storm
drain up Harmonson Road from Rufe Snow Drive to Flory Street. Installation of
3 to 4 curb inlets at the Flory Street intersection would pick up the majority
of runoff from a 5-year storm. Estimate of cost for these drainage
improvements is $39,000.
Funding Source:
Currently, no Unspecified General CIP Bond monies are available to fund this
project.

Springhill Court Drainage Problem

Mr. Larry Johnson who lives at 8504 Springhill Court in the Stonybrooke Addition has
complained to the City of a drainage problem across this property since 1982. We have
investigated the situation and feel a large portion of the runoff from the duplex lots to the
west and south of Mr. Johnson's house drain across his property to get to Springhill
Court. The mild grade on Mr. Johnson's property from the backyard to the street curb
with no definite swale or concrete flume allows the runoff to spread out and cause
flooding problems for Mr. Johnson.
There are several ways to mitigate Mr. Johnson's problem. One way would be to elevate
the house slab six to twelve inches. Realizing this is not a feasible solution, another way
to help control the runoff would be to install a grassed swale from the duplex alley across
the property to the west of Mr. Johnson's home and across his property to Springhill
Court. The swale would need to be open and not cross-fenced. Estimated cost is
$2,000.00, assuming no fencing and donation of required drainage easements.
Another way to mitigate the problems would be to install a five foot wide concrete flume
along the same alignment as suggested for the grassed swale. The estimated cost is
$8,000.00, excluding any fencing and all drainage easements being donated.
It is not recommended by Public Works, but if an eighteen inch diameter storm drain is
extended from the curb inlets at Stonybrooke Drive westerly up Springhill Court, across
Mr. Johnson's property and the property behind him to the duplex alley, the estimated
cost is $26,000.00, excluding any new fencing and donation of all easements required.
FundinQ Source:
Sufficient funds in the 1993 Drainage Utility Fund will be available. This project could be a
candidate for the 1993 Drainage Improvements Program.

Dear Mr. Dickens:
We have a very serious drainage problem at the above-
referenced residence created by other residents and the building of
duplexes on Davis Boulevard.
In 1977, when we built our home we had no water problem. Then
the duplexes were built on Davis Boulevard (lots 45, 46, 47, 48,
49, 50) and a concrete driveway was constructed behind them
slanting toward our property (lot 24). The City approved these
lots for construction at their present grade. This concrete
driveway concentrated the water from these lots (now having
duplexes on them) to our home. The owners of lots 5, 13, 14, 22,
& 23 built fences and concrete retaining walls to keep water from
sheeting over their properties and concentrating even more water to
our home at lot 24.
We have been flooded several times during 1980-1992. We asked
the City of North Richland Hills to help us in 1982. At that time,
we had water in our house (two bedrooms and part of the living
area). The City did make a study dated July 7,1982. At that time
they were willing to put a concrete swell between lots 23 and 24.
We could not convince Mr. Erwin, the property owner of lot 23, to
work with us in granting an easement to the City so the swell could
be put in. Mr. Erwin then put up a concrete retaining wall. I
objected at the time and asked the City to look at it but nothing
was done and the wall was completed. The water now concentrates in
the corner at the end of the dupl exes and then dumps onto our
property.
We were told that when Davis Boulevard was widened and the
storm drain completed it would solve our problem. The storm drain
is across the road and has not helped us. Before the widening of
Davis was started the City did put a bar ditch in front of the
duplexes and that helped us some.

We have not been able to have a garden for several years now
and several trees have died and we are now trying to save our oak
tree. Our back yard is washed out and the grass will not grow. We
have tried to put in shallow ditches to direct the water to the
street, but the volume of water is so much it has not helped. In
the front, the water is more than curb high. We built on a room
addition at the side of the house facing Davis Boulevard and raised
it 12" inches so the water does not get in our house. We have a
special finish on our patio and the water has washed across it and
it cos t us $500 to have it repai red. We do have a coup 1 e of
pictures of one downpour in 1984. When another torrential storm
hits we will be flooded again!
The Ci ty has offered to make an earthen swell between the
properties but with the volume of water that comes through it would
be of little help. We will give the City an easement and so will
Norman Thornburg (the present owner) at lot 23 so an ung~rg~9~~ø

We would like for this problem to be presented to the CIP
committee and put on the agenda for the next meeting.

Pursuant to our conversation regarding the referenced d~ainage problem
I visited the site today and made the following observations. A steady
rainfall during the visit revealed existing runoff patterns in the area.
We also offer some possible solutions which are generally consistent with
your own analysis of the situation:
A. Observations
1. A portion of the drainage ditch along the east side of Davis~J
Blvd. from Hightower to Rumfield Road fronting the duplex ~.
uni ts apparently has been backfilled to provide front access"..,~
to the duplexes. .i.:.R...
2. The old roadside drainage ditch apparently intercepted most
of the runoff from Davis Blvd. and discharged the stormwater
at the Rumfield Road bar ditch which is north of the Stonybrook
Additi on.
3. Runoff from Davis Blvd. presently sheets across the duplex
lots and is concentrated at various discharge points along the
rear of these duplex lots causing flooding of some of the
adjacent downstream single family residential hom~s.
4. A concrete driveway along the rear of the duplex lots south
of Springhill Court concentrates most of the runoff in this area
at the rear of lots 23 and 24, Block 2, of the Stonybrook
Addition. These lots are located at the west end of Springhill
Court as shown on the attached sketch.
5. There is no curb along the concrete driveway described above
although dense weed growth and stockade fences along the drive. ~A~_

6. Runoff does not pond in Springhill Court. ~Stonnwater appears
to be effectively conveyed in the north and south gutters from
the cul-de-sac eastward to storm drain inlets at the intersection
of Springhill Court and Stonybrook Drive.
7. A concrete driveway also exists along the rear of the row of
duplexes north of Springhill Court. Th1~ drivew!y does h~v~ a
curb along the east side but openings exist along this curb
which concentrate runoff at these points primarily onto lot
32. block 2. which is located at the west end of Hillcrest
Court.
8. The existing curb along the driveway described in (7) above
terminates about 130 feet south of the driveway's entrance onto
Rumfield Road. Stormwater carried along this curb. discharges
onto lots 33 and 40 at the end of the curb section.

9. Runoff does not pond in Hillcrest Court. -Storm\'Iater is effec-
tively conveyed in the north and south gutters on Hillcrest
Court eastward to a valley gutter at Stonybrook Drive.
B. Possible Solutions
1.
The State Highway Department should be requested to reconstruct
the east side Davis Blvd. drainage ditch as required to
intercept runoff from the pavement which presently sheets ;JI~
across the duplex lots and floods the adjacent single family ,~

It is most critical that driveway culverts be placed under ~)}

4. A catch basin structure shåuld be constructed at the low point
of the concrete driveway described above where the concentrated
stonmwater presently discharges onto lots 23 and 24. A small
underground conduit or concrete flume should be constructed
from this catch basin between lots 23 and 24 to the cul-de-sac
on Springhill Court.
5. In lieu of the conduit or flume suggested in (4) above, an
underground stonm drain from the proposed catch basin back
wes~ard to the proposed Davis Blvd. roadside ditch might
be feasible if the necessary grade is available.
6. The existing rear duplex concrete drive curb north of Springhill
Court should extended northward all the way to Rumfield Road
to force most of the runoff collected along the curb to dis-
charge safely at the Rumfield bar ditch. Also the existing curb
openings described previously along this curb should be sealed
off to eliminate these intenmediate discharge points.
Please call if we can be of further assistance to you in this matter.

At the Mayor's request, staff has authorized K-E-F to work up cost estimates for removing
the concrete valley gutter dips on Maplewood Avenue between Calloway Branch and Davis
Boulevard. The attached report by Richard Albin, P.E., describes three alternates ranging
in cost from $180,000.00 to $920,000.00.
FundinQ Source:
Sufficient funds in the 1993 Drainage Utility Fund will be available for the less expensive
alternate. This project could be a candidate for the 1993 Drainage Improvements
Program.

MAPLEWOOD DRIVE IMPROVEMENTS
As you instructed, we have prepared preliminary pre-design cost estimates for street and
drainage improvements on Maplewood Drive from Calloway Branch to Davis Blvd.
Attached are sketches showing the proposed improvements along with detailed cost estimates.
The following three alternates are provided for consideration:
Alternate 1 -- Rebuild four intersections to smooth out dips which cross Maplewood
at Maryanna Way, Susan Lee, Nancy, and Roberta. Intersection reconstruct costs are
about $45,000 each, for a total estimated cost of $180,000.
Alternate 2 -- Remove all dips from Maplewood by constuction of underground
storm drainage from Calloway Branch to Commercial Drive. Pavement replacement
includes only patching over the storm drain, and new valley gutters at each cross
street running parallel with Maplewood (east-west instead of north-south). This
option would cost about $629,000.
Alternate 3 -- Same as Alternate 2 but includes complete reconstruction of curbs and
gutters, driveways, sidewalks, and pavement from Calloway Branch to Davis Blvd.
This project would cost about $920,000.

Attached are two lists of drainage projects. The first list shows 1985 Drainage Bond
Projects which have not been completed. The second list outlines Possible Projects for the
1993 Drainage Improvement Program. The projects have been listed in alphabetical order.
The remaining bond projects shown on the first list were established in 1985. This was
over seven years ago and conditions have changed. Some portions of the improvements
called for in the bond election have been installed by developers. Knowlton-English-
Flowers, Inc. has been requested to restudy the improvements necessary for Calloway
Branch Channel, Phase III ($3,106,430.00 in future bond sales) and Walkers Branch
Channel ($2,025,995.00 in future bond sales). Upon the completion of the restudy, staff
will include this information on the next CIP meeting agenda.
Staff has tried to include all projects in the second list which have been previously
discussed by the CIP Committee or are known drainage problems. Please bring any project
suggestions you have to the meeting for discussion.
Funds Available:
A detailed review of all funding sources available has recently been conducted. A total of
$ 707,000.00 is available to be used for funding of a proposed 1993 Drainage
Improvement Program.

Mr. Earl Baker, 8808 Amundson Road, has inquired about having sanitary sewer service
available to his property. Currently, six homeowners including Mr. Baker on Amundson
Road, between Clift Street and Walter Drive, have individual septic systems; a sanitary
sewer main is not adjacent to their properties.
Upon Mr. Baker's first inquiry in June, a telephone survey was conducted of the six
homeowners. Five out of six were generally in favor of the City extending a sanitary
sewer main in front of their properties. The owners would bear the majority of the
installation cost under provisions of Ordinance 381.
The Public Works Department then prepared a predesign construction cost estimate to
determine the magnitude of funding necessary to complete the project. The attached map
indicates the lots which would be served by the proposed sewer main.
The following chart breaks out the maximum anticipated cost to each property owner
based upon their frontage on Amundson Road:

Letters were sent to the six property owners on September 2, 1992, informing them of
their proportionate cost for the project. They were again asked to respond favorably or
unfavorably based on the probable cost as outlined above.
As of this date, two owners are in favor of the project and three are against. The three
owners against have 515' or 57% of the total frontage of 900'. The number of property
owners in favor of the project has decreased from a majority to a minority because of the
project cost.
The total estimated cost of the project which the City would have to appropriate funds for
is $42,600.00.
