HARWOOD ROAD Greg Dickens advised that Mr. Don Waldrop GreQ and John
SIDEWALK was at the meeting, and would like to speak
IMPROVEMENTS to the committee. Mr. Waldrop expressed
his concerns on the unsightly condition and
the lack of sidewalks along two lots on
Harwood Road, from Tiffin Dr. to Northridge
Dr. (approximately 337'). The Committee
recommended staff contact the adjacent
property owners to find out if they are willing
to pay for the sidewalk and an estimate of
the cost to install an asphalt sidewalk. The
Committee requested staff bring this
information to the next CIP Meeting.

Staff advised that several of the concerned
property owners were present, and that Mr.
Bob Ward would like to speak to the
committee on their behalf. Mr. Ward
expressed his concern over the drainage
problems, specifically the erosion and debris
on his property. It was in his opinion, that
the construction of the Londonderry Addition
had created the majority of the problem on
Continental Trail. Staff stated the best
solution to resolve Mr. Ward's problems was
an underground pipe from the end of the
existing drain pipe just south of his property
to Continental Trail. Staff was instructed to
proceed with the original recommendation by
the CIP Committee on October 23, 1991 of
installing a multiple culvert under Continental
Trail, which would help the majority of the
property owners. Staff was also instructed
to review Mr. Ward's problem at a future
date and bring back to the CIP Committee for
consideration with the proposed projects to
be funded from the 1993 Drainage Utility
Fees.
Staff advised the committee that the design
of "Calloway Branch, Phase II-B Channel
Improvements" is currently near completion.
With the proposed bridge and associated
street storm drainage improvements, staff
felt is would be appropriate to reconstruct
Lola Drive from Holiday Lane east to Scott
Drive. Staff feels that with the combination
of these two projects, the City will have
adequate funds.
Staff presented to the CIP Committee the
two bid proposals for the rehabilitation of the
tank. Two different methods of lead
removal in accordance with the new Federal
and State regulations on lead contamination
were presented. One was using an ultra high
performance vacuum power tool system, and
one was using the "peel-away" system.
Staff felt that the peel-away system would
be the preferred method for the City. With
the new Federal lead regulations in affect,
additional funding will be required.

Richard Albin, with Knowlton-English-Flowers Greg
presented plans on the project, showing the
required easements, utility relocations,
channel realignment, and the relocation of a
Mobile pipeline. Staff advised the
Committee easements will be required.
The Committee recommended staff utilize
any previous covenants for street
improvements by property owners when
negotiating for drainage easements.
Staff presented plans for the project, the
required easements needed, street right-of-
way and channel alignment. Staff was
instructed to proceed with the project.
Green Vallev Drive ASDhalt Sidewalks: Staff
advised the CIP Committee that Mr. Jerome
Taylor and Ms. Leslie Jauregui were present.
Mr. Taylor and Ms. Jauregui expressed their
concern that there is not a sidewalk between
Ember Oaks Dr. and Clover Leaf. Staff
explained that Mr. Taylor will need to have
several rose bushes relocated in order to
install the sidewalk, and they are willing to
meet with him to discuss this. The
Committee instructed staff to proceed with
the installation of a 3-foot wide asphalt
sidewalk.
Mr. RalDh Schmidt. 7000 Deville: Mr. Ralph
Schmidt had requested by letter, to have the
curb repaired along his residence. Upon
review of this street, it was discovered that
there are several areas in need of repair.
Staff reported to the Committee that the
cost to repair Mr. Schmidt's area would be
approximately $200-$300. The cost to
repair the entire street would be
approximately $12,000. Funding is not
currently available to repair the entire street.
Councilman Welch moved, seconded by
Mayor Brown to adjourn the meeting.
Motion carried unanimously.

Several people have voiced concern about removal of trees in order to reconstruct and
widen the subject street. Under current policy, the City would install four-foot wide
sidewalks on both sides of the new street construction for the full length of the project.
The sidewalk cost would be assessed to the adjacent property owners on a front foot
basis.
Our consulting engineer is estimating the number of trees to be removed due to a normal
sidewalk installation, a winding sidewalk installation, and a no sidewalk installation (for
both sides). An estimated cost for each alternative as well as the tree loss counts will be
presented at the meeting.
Also, Mr. Gary Bishop, 7401 Bursey Road, is concerned about what his front yard depth
will be after the street construction is complete, as well as how many of the trees will be
removed within the frontage of his house. He has requested the City allow his split rail
fence be erected as close to the new back-of-curb as possible and no sidewalk be
constructed across his frontage. Staff has offered to reinstall his fence approximately six
foot behind the new back-of-curb and install a four-foot wide sidewalk adjacent to the curb
across his frontage (see attachments). To date, we have not been able to come to a
mutual agreement for the purchase of his right-of-way.

Odell Drainage Problem:

Subject:
The Attorney for the City, Mr. Rex McEntire, and myself met on April 22, 1992 with six of
the people who live on the subject section of Odell Street. They expressed their concern
over drainage problems in their backyards. The runoff during heavy or extended rainfall
flows eastward through the back of their property on the north side of Odell. It gets
several feet deep and is very slow to drain off after the storm. Some of the property
owners complained that the constant wet conditions have caused the wood in the walls of
their house to mildew and rot. They also explained this was not the first time they had
contacted the City concerning this problem.
Knowlton-English-Flowers, Inc. was asked to review this situation and bring to the CIP
Committee Meeting a report with cost estimates.

This item is on the agenda to inform the CIP Committee of the mutual agreement the Staff
and School District have made concerning the subject sidewalk. You will note in the
attachments BISD will pay for the asphalt and the City will provide the labor and
equipment to install the sidewalk. This sidewalk will be installed on the east side of
Smithfield Road in order to continue with the existing concrete sidewalk south of John
Autry Drive located on the east side of Smithfield Road.
Staff has had discussions with parents living in Kingswood Estates concerning their
children having to cross Smithfield Road before or at John Autry Drive in order to get to
the sidewalk. They are not in favor of this type of situation. They would rather their
children cross Smithfield Road at Green Valley Road.
In discussions with the Police Department, they have plans to provide one crossing guard
for Green Valley Elementary. The guard will be stationed at the Smithfield Road and Green
Valley Road intersection.
Green Valley Elementary will serve areas to the east and west of Smithfield Road. The
attached "school attendance zone" map reflects the service boundary for Green Valley
Elementary.

Historically, minor drainage improvements have been made each year and funded from the
Street Department's Miscellaneous Drainage expense account. The budget allocation for
that line-item expense account has been depleted for fiscal year 1991/92 and we continue
to receive requests for improvements. In order to accomodate these requests, additional
funding will be necessary. It is the staff's recommendation that $50,000 be appropriated
from Unspecified Drainage Funds.

CIP Committee Chairman Welch was recently contacted by Mr. Charles James, 8000
Mickey Street, concerning the condition of Mickey Street and its drainage problems.
Jimmy Cates, Public Works Superintendent, met with Mr. James and discussed his
concerns. It is now and has been staff's understanding that no one floods in their house
on Mickey Street. Drainage is slow to run off to the north to Odell Street. The bar ditches
are almost non-existent and the street right-of-way is narrow. No monies have been
allocated for reconstruction of Mickey Street in any previous bond election.
Council approved a priority list of streets for the County to overlay on October 28, 1991
as PW 91-32. Mickey Street is fifth on that list and probably will be done in the summer
of 1993, barring any changes in priority by Council (see attachments).
Due to Knowlton-English-Flowers, Inc. previous familiarity with Mickey Street (i.e.,
sanitary sewer installation), staff has requested they review this situation and bring to the
CIP Committee Meeting a report with cost estimates.

you provide the labor and equipment for reconstruction in 1992.
We assume that if we pay the material suppliers directly it will be at the
"Tarrant County Annual Contract for Road Material" unit prices. Please send us

County Commissioner Bob Hampton has requested the City send in their list of streets we
desire to be resurfaced by the county crews in 1992. Though Industrial Park Boulevard
West is scheduled to begin November 1, 1991 and has its own budget, we have included it
as the top priority on the following list. The staff recommends the following streets
be approved.
1.
Industrial Park Boulevard West; Loop 820 northeast to the existing deadend south
of Browning Drive (2,016 feet).
* Cardinal Lane; Grapevine Hwy. west and north for 1,600 feet (1,600 feet).
Lynda Lane; Davis Blvd. east to Tiffin Drive (400 feet).
Valley View Drive; Crane Road to Martin Drive (1,200 feet).
Mickey Street; Smithfield Road east to deadend (1,000 feet).
stewart Street; Simmons Rd. east to Chilton Drive (900 feet).
Walter Street; Amundson Dr. south and west to Cliff Street (1,100 feet).
Cliff Street; Amundson Drive southeast to Walter street (400 feet).
Hewitt Street; Briardale Drive west to Meadow Road (1,600 feet).
Hewitt Street; Chapman Drive north and west for 900' (900 feet).
Oollege Circle; Watauga Road south and east for 800' (800 feet).

This segment of Cardinal Lane is being accomplished in accordance with an
agreement with AEGON. AEGON is reimbursing the City for a portion of the cost of
the surface treatment of the street (2" asphalt).
The reconstruction by the County of the streets listed as No. 2 through 10 should not
cost more than $60,000.
It should be noted that Industrial Park Boulevard is now scheduled to begin in late
1991. A reasonable expectation would be that priority 2 through 4 could be
accomplished by the County during 1992.
Funding Source:
Currently, monies are budgeted in the General Fund CIP under "1990/91 County Overlay
Program". These funds can be relabeled "1991/92 County Ove~l.ay Pre§rafR".

Staff is currently in the process of making contact with the two adjacent property owners
between Tiffin Drive and Northridge Drive. We will be asking whether they will be willing
to pay for the sidewalk construction along Harwood Road adjacent to the south side of
