Ward, 7308 Continental Trail Ken Matheson, 6737 Mabell ITEM DISCUSSION ACTION Continental Trail Drainage Improvements Several property owners effected by the local drainage runoff were present. The property owners are the first four listed above under "citizens present." They stated their concerns. Greg Dickens/ John Johnston The Committee discussed the issue of the right- of-way (ROW) for Continental Trail and Valley Drive not being dedicated. It was noted the City had prescriptive rights to the ROW. Also discussed was making these drainage improvements part of a possible future street assessment project. The CIP Committee recommended staff proceed with surveying and engineering for Alternate #1. If the engineer's còst estimate is close to $35,000, proceed with adding the construction to the proposed Bursey Road project. Proposed Small Water Main Replacement Program Green Valley Drive Improvements from Smithfield Road to Davis Boulevard Chapman Road Sidewalk from Mabell to Smithfield Road Little Bear Creek Channel Clearing from Precinct Line Road to Northfield Park Proposed Drainage Improvements at 6704 Starnes Road (Ralph Thrasher) Volunteer Park Seed Money - $2,000 ~ The need for replacement of these small mains was discussed. The CIP Committee recommended staff prioritized the 10 projects outlined, wait for the final audit figures on the retained earnings account in the utility fund, and bring back to CIP Committee next meeting, if possible. If monies are available from retained earnings, possibly add the number one SWMRP priority project to the Miscellaneous 1991 Water and Sewer Improvements project. The CIP Committee recommended staff consider an asphalt sidewalk from Ember Oaks to the new school property at Smithfield Road. Staff will quantify what will need to be done (i.e., move fences, etc.) and make a cost estimate. Staff will then contact the property owners and see if they will sign a letter of agreement to allow the asphalt sidewalk across their property. Staff will report back to the Committee at the next CIP meeting. The CIP Committee recommended staff go forward with the installation of a 3-foot wide or larger asphalt sidewalk on the north side of Chapman Road adjacent to the back of curb. The cost is to be paid out of the Public Works operating budget. Staff is to check the parkway widths prior to beginning construction. The staff should work up a preliminary design, cost estimate, and assessment roll for a concrete sidewalk on both the north and south. The CIP Committee recommended staff contact all property owners along the creek for their written permission to clear and grade on their property. Staff should then develop some brief plans and specifications for the project. After taking bids, the bids should be taken to the Council for award of the project. The Committee suggested the funding for this project come from a Council approved transfer of funds out of the Woods Lane Drainage Improvements project. The CIP Committee recommended staff proceed with the project as presented. The funding will come from the drainage utility fee. Dennis Horvath, Deputy City Manager, notified the CIP Committee that $2,000 of "seed" money was being used to continue with the development I of the "volunteer park construction" project.
