Several property owners effected by the local drainage runoff were present. 1. Larry & Tammy Davis R309 Woods Lane 2. Nadine Giles R305 Woods Lane 3. Rock & Raeanne English 8313 Woods Lane These property owners restated their concerns about the quantity of runoff and the erosion. No Action Necessary Greg Dickens John Johnston Staff reviewed current status of the project with the Committee. The project budget of $213,000 has been approved by the Council. The State is planning to install adequate drainage improvements in Davis Boulevard (FM 1938) with their proposed widening and reconstruction of the next section from starnes/Rumfield Road north to FM 1709. The CIP Committee recommended proceeding with final engineering plans and engineer's cost estimate. Staff should coordinate closely with the State so the City's portion of the project will be finished no later than the State's portion. " Misc. 1991 Street Reconstruction Improvements Harmonson Drainage Improvements; Rufe Snow Drive to Flory Street Industrial Park Blvd. Extension from Browning Dr. south to Loop 820 The CIP Committee recommended the drainage improvements proposed by the consulting engineer and staff for Corona Drive be limited to the offsite storm drain extension from Shauna Drive to Marilyn Lane. Appropriate number of inlets and lead pipes should be installed at Marilyn Lane and Redondo Street intersection. This project should be brought back next fiscal year since no monies are currently available for funding. The Committee recommended no storm drain be installed on Corona Drive with the street reconstruction. The CIP Committee also recommended the storm drain improvements proposed for the west end of Bogart Drive should be included with the street reconstruction. Additional funding should be found. Possible funds will be available from the Woods Lane Drainage Improvements project. Mr. and Mrs. Henry Besson of 6719 Harmonson Road were present. They expressed their concerns about the runoff from Harmonson Road to the east and Flory Street to the south. They stated the runoff had not entered their house but flooded and eroded their yard. The CIP Committee recommended staff work up a cost estimate for the storm drain improvements to be included with the reconstruction of the street (Rufe Snow Dr. to Scruggs Dr.) as an assessment project. Staff will bring the cost estimate to the next CIP meeting. The CIP Committee recommended this section of Industrial Park Boulevard be constructed as a 60-foot roadway. The Committee also recommended the County be requested to help with construction and the staff proceed with obtaining a written contract with E-Systems concerning right-of-way donation and assessment to be paid at beginning of project. When the executed contract is obtained, the staff should take the project to Council for approval of funding. Greg Dickens John Johnston Greg Dickens John Johnston C.A. Sanford Greg Dickens John Johnston Sanitary Sewer Investigation in the Snow Heights Area Little Bear Creek Bridge and Concrete Channel Improvements Little Bear Creek Channel Clearing from Precinct Line Road to Northfield Park Little Bear Creek Tributary No. 1 Channel Improvements Kevin Miller reviewed the status of investigation and repairs to the sewer lines in the area. The CIP Committee recommended staff send a letter to the three homeowners in this area which previously attended a CIP meeting to express their concerns about the sewer system. The letter should give them a status report on our investigation and repairs. A summary of the channel improvements required on Little Bear Creek from Precinct Line Road north to the confluence with Tributary No. 1 (T-1) and up T-1 to the existing concrete channel per the City's Master Drainage Plan were presented. This summary covered full concrete channelization. Mr. Cliff Stevens who lives at 9201 Kirk Lane was present and addressed the CIP Committee with his concerns about the quantity of runoff and the potential for his home to flood. The CIP Committee recommended staff prioritize the "contractor" alternative of this project with the other drainage projects proposed and bring back to the Committee next fiscal year. No monies are currently available for funding this project. Mr. Britt Newton who resides at 8713 Terrell was present at the meeting. He expressed his concern about erosion to his back yard from the runoff being carried by Tributary No.1. He left a video tape for the Committee to view if possible. The CIP Committee recommended staff include the concrete channel lining of the 500-foot reach of Tributary No. 1 (from the existing concrete channel liner downstream to the far east side of Northfield Park) in the prioritized list of drainage projects to be brought back for possible funding in next fiscal year's budget. Kevin Miller Greg Dickens No Action Necessary Greg Dickens John Johnston Greg Dickens John Johnston Calloway Branch: Bridge and Channel Improvements at Hightower Drive Heidleburg Court Drainage Problem Bedford-Euless Road Drainage Improvements staff presented their concerns about the erosion in the Calloway Branch channel reaching Hightower Drive in the near future and eroding away the road. staff recommended the future box culvert structure and some channel liner per the Drainage Master Plan be installed if a permanent solution was to be achieved. The CIP Committee recommended this project be included with the list of drainage projects to be brought for possible funding in next fiscal year's budget. Mr. Clyde W. Conditt who resides at 6400 Heidleburg court was present. He stated he had flooded in his house six times in the last three years. He recommended that the City design improvements to cause drainage overflow from Heidleburg Court to not go down the existing drainage easement but go down his driveway on the east side of his lot south to the property in the back and then to Jester Court. The CIP Committee recommended staff investigate the situation further and report back next CIP meeting. Staff stated they would visually check the existing 24-inch storm drain to make sure it is clear of debris, check the inlet mouth design to make sure it is a City standard, and analyze this storm drain system to see if it is overloaded or under loaded for a 5-year storm runoff. The CIP Committee recommended the proposed drainage improvements and their associated cost be brought to the City Council for review with the right- of-way and sidewalk issues. This should occur in June. staff will further review the Richaven Addition area for further drainage problems.
