After discussion, the CIP Committee
agreed that both items should be
placed on hold pending review and
approval of the Water and Sewer
Extension Assessment Policy by City
Council. The CIP Committee also
requested that staff take a survey
of all persons living on Crane Road
and Valley Park Estates to
determine the actual amount of
willing participation the City can
expect. The survey should be
brought to the Assessment Policy
Committee work session in December
or January.
The ClP Committee recommended staff
authorize K-E-F begin a detailed
survey, design plans and work up an
engineer's cost estimate for the
North Crane Road project.

The ClP Committee instructed staff
to review this policy with the
City Attorney.
The CIP Committee decided to
include a requirement that 50% or
more of the benefitted property

project before it will be
considered. A petition would have
to be submitted with the "request
for service extension" confirming
the 50% or more requirement.
staff will coordinate with the
street Assessment Policy
Committee. The two assessment
policies will be presented to City
Council for review and approval at
the same meeting.
CIP Committee agreed that this
item should be discussed at the
work session held after this
meeting.
CIP Committee instructed staff to
proceed forward with developing a
more detailed estimate of cost.
Take this project with its
proposed budget to City Council
for consideration.
The CIP Committee has instructed
staff to bring to Council a
proposed 3-year Capital

was in favor of removing budgets
for Items No. 1 & 2. Before they
would recommend any budgets for
these projects be removed, they
want the Council to review the
proposed 3-year CIP plan. The CIP
plan and review of this item
should be brought to Council in
January, 1991.
