HomeMy WebLinkAboutCIP 1990-06-07 Minutes CITY OF NORTH RICHLAND HILLS MINUTES FOR CIP COMMITTEE MEETING Present: Richard Davis Tommy Brown Dennis Horvath vGregory Dickens Lee Maness Kevin Miller John Johnston Camelia Fisher Mark Bradley Richard Albin ITEM PROPOSED CITY STREET OVERLAY PROGRAM FOR 1990 RECONSTRUCTION OF HOLIDAY LANE from LOOP 820 NORTH TO NOR'EAST DRIVE JUNE 7, 1990 Mayor Pro Tern Mayor Deputy City Manager Director of Public Works/Utilities Director of Finance Assistant Director of Utilities Assistant Director of Public Works Senior Staff Accountant Right-of-Way Agent Consulting City Engineer DISCUSSION After some discussion, the CIP Committee recommended the staff try and overlay all streets listed in Table No.1. They decided that all of Diamond Loch East and West should be overlaid. If time and money allows more streets to be overlaid, staff should begin overlaying the streets in Table No. 2 in the order listed. The CIP Committee recommended the staff proceed as rapidly as possible to provide a design for reconstruction of Holiday Lane to the Smithfield Road contractor, APAC, as Change Order No.2. They also said take the proposed project to Council on 6-11-90 for consideration, if possible. The CIP Committee agreed that the main issue was to reconstruct this section of street before school started this next fall. The secondary issue was widening as much to the west as can be done without delaying the project completion. CITIZENS PRESENTATIONS: Bill Stennet 7500 Oak Ridge Drive Lisa Stoker 7304 Oakland Lane The CIP Committee recommended that this section of road not be reconstructed with curb & gutter until accomplished by the adjacent commercially zoned property when they develop. The Committee suggested we might consider this section of road for County Overlay in 1991. Mr. Stennet discussed the drainage problem which occurs at the intersection of Oak Ridge Drive and Parkway Drive. Runoff has no overland path to follow over the underground 33" storm drain and therefore backs up in the intersection when the storm intensity is great enough to exceed the underground system's capacity. The CIP Committee concurred with staff on working up a preliminary design and cost estimate for construction of a 10' to 15' wide flume between 7504 Oak Ridge & 7508 Oak Ridge in an existing 20' drainage & utility easement. Staff is to report back at the next CIP meeting. Ms. Stoker was not present. Staff explained her request for curb & gutter and drive approach reconstruction by City. Staff explained that several "bird baths" exist on this section of Oakland Lane (including 7304). Staff also explained that about 3 to 4 years ago this section of street was overlaid by the City. Several streets in this part of town have "bird bath" spots. The CIP Committee agreed that this problem could be put on our Public Works list to be accomplished when monies are available and the Public Works Department does not have more pressing problems to address. Jerry Hagn 7209 Stonybrooke Drive Mr. Hagn described the problem he and his neighbors have with the erosive effects of the runoff from the undeveloped lot on the northeast corner of Davis Blvd. and Hightower Drive. A couple of Mr. Hagn neighbors were present and confirmed his description of the problem. The CIP Committee recommended staff contact the property owner which was thought to be Herman Smith and request he grade a swale from north to south to intercept a portion of the runoff and direct it to an existing storm drain stubout at the property's southeast corner.
