Director of Public Works/Utilities Senior Accountant City Engineer DISCUSSION Landscape architect presented plan and budget of $215,974 for landscaping and irrigation of median. CIP Committee recommended staff estimate manpower, equipment, and supplies cost for annual maintenance of proposed median landscape versus a grassed median with irrigation system. This cost comparison with report on any additional parks personnel needed should be brought to Precouncil in October. Discussion of the retail property owners requested median openings included input from retail business owners in these two shopping centers. CIP Committee recommended staff bring the same proposed median opening plan to Council as an action item on 9/26/88 with a cost estimate and the stipulation that "NO U-TURN" signs be erected at each opening. The CIP Committee recommended staff consult with Herman Smith concerning permanent curb & gutter street versus bar ditch road construction and his participation. Staff will work up cost estimates for both methods of construction. This item with cost estimates should be brought back to CIP at its next meeting. Citizens from Kingswood Estates requested the Committee consider constructing sidewalks on Starnes Road for access to North Ridge Elementary. CIP Committee recommended the following. 1. Gather traffic counts at Starnes Road & Douglas Lane to check warrant on stop signs. 2. Bring estimate of cost to construct sidewalk on north side of Starnes Road to Council meeting 9/12/88. Request police to watch for speeders at Starnes Road especially at Starnes Road & Douglas Lane intersection. 4. Check on service area boundaries for North Ridge Elementary. 5. Consider requiring sidewalks on all streets with adoption of new subdivision regulations. CIP Committee recommended the City Council give authorization to staff to hire a consultant for $10,000 or less to provide this needed support material. (Considered and approved by City Council on 9/12/88) CIP Committee recommended staff bring this item back for consideration in November or December. CIP Committee recommended staff pursue creating a special taxing district for the West portion and proceed with design on the East portion. Report was reviewed briefly by the Committee. CIP Committee recommended that preliminary right-of-way map be worked up and then Virginia Moody with Mark Bradley, ROW Agent, will make contact with adjacent property owners to see if they will dedicate additional ROW. CIP Committee discussed 12" water line replacement on Emerald Hills Way not being in original bid and the fact that the contractor awarded the street project had not offered reasonable prices to accomplish this extra work. The CIP Committee recommended that staff take $80,000 Change Order No.1 for Martin Drive which will accomplish said 12" water line replacement to Council for approval on 9/12/88.
