FOR MEDIAN
OPENING ON
WATAUGA RD.

WATAUGA ROAD
Members of North Park Baptist Church on Watauga Road
attended. They requested a median opening on Watauga
Road for access to the church due to widening of
Watauga Road. The church presented a sketch of their
request along with an alternative proposal. After a
lengthy discussion the CIP Committee recommended that
the committee prioritize their preference of the
opening proposals or decide there could be no opening.
Also the City Engineer is to study the plans and
study the safety factor then the CIP Committee will
recommend to City Council their decision in pre-council
on November 23rd.
Richard Albin presented a plan on landscaping of the
median on Watauga Road. Richard Davis mentioned looking
into modern design of light poles. Gene Riddle stated
that the city would have to buy and maintain any type
of light poles not standard by TESCO. Mayor Echols
asked Richard Albin if the fact that Industrial Park
Blvd. is eventually corning through and may be the primary
access for fire trucks had been considered with the
plans for Watauga Road median openings. Richard Albin
stated that it had, but was not designated to be given a
median opening due to it's indefinite construction date.
He stated that if Industrial Park Blvd. was considered
then they would modify the median opening plans. The
Mayor asked if it would be wise to look at this
possibility as a better way to get fire trucks in and
out rather than having them corning out closer to Yarmouth
intersection which is very close to the church turn in.
The CIP Committee discussed a great lengths the possibility
of the extension of Industrial Park Blvd. and the appropriate
median opening on Watauga Road including the signalization.

DISCUSSION
The CIP Committee decided to recommend to Council the
following school crossing signals be installed out of
this next budget year for 1988.
Foster Village School - four lights
The new elementary school on Starnes - three lights
Snow Heights Elementary - four lights
Carrie Francis Thomas Elementary - four lights
Fort Worth Christian School - four lights (private
school - College Hills)
Christian Temple - two lights (private school off
Booth Calloway)
Gene Riddle stated that the city's name would go on the
end of street signs with the city's logo. Depending on
the name change outcome in the election, it was decided
to wait on whether to put "NRH or North Hills". All
street signs will be changed as they are replaced
afterwhich we will go back and do the perimeter street
signs. The CIP Committee decided to recommend to the
Council to put the city's name and logo on street signs.
Richard Albin stated authorization was needed from Council
to proceed with this project. The CIP Committee discussed
whether a full operating signal or a opticom signal was
needed at this location. Also it was discussed whether
to install a temporary opticom signal in December when
the new fire station is completed. The CIP Committee
decided to wait until they have heard from Engler on
whether he would dedicate ROW on his property for
construction of Industrial Park Blvd. then they would
recommend to do a change order to construct Industrial
Park Blvd. and put opticom in at the Watauga Road and
Industrial Park Blvd. intersection unless Council
decides it would cost too much money to do Industrial
Park Blvd. right now - it's a 3 year project. If
Industrial Park Blvd. is not constructed now, then
opticom will be installed at Municipal Way and Watauga
Road.
Richard Albin stated that an economic analysis needs to
be prepared. Before KEF can proceed with the analysis,
the City will need to provide appropriate traffic counts.
The CIP Committee decided to recommend that the Public
Works Department get the traffic counts taken in order
that KEF can prepare the economic cost analysis for
possible State Department of Highways & Public Transportation
participation.

ASSIGNMENT
It was decided to wait until the next CIP meeting to
hear the scope and approximate cost of the work before
deciding to proceed with engineering on the streets
involved - Lariat, Teresa, and Dana with the possibility
of a co pule more. The CIP Committee recommended to
include all small miscellaneous birdbath problems and
curb failures which need to be fixed and then present
as a single project with estimated cost.

Discussion was held on the negotiations with Haltom City
on the purchase of the lot. Richard Albin stated that
Haltom City wanted the booster pump station to look like
a house since it was in a residential area. He stated
that on several other similar projects they have tried
this but its just not possible. Staff will need to
inform CIP of what proposed settlement with Haltom City
will be.

The issue concerning people on Vance/Daley/Cummings not
wanting to tie onto the sewer line was discussed.
Richard Davis asked if it would be possible to have
those not wanting to tie onto the system to sign a
release of liability stating that they were offered
sewer but turned it down. Richard Albin stated that
the City has a 10' wide easement, 5' on either side of
the fence and therefore, the city has the right to go
in and build the sewer line although it will be
disruptive to the existing landscape. It was stated
that the easement is shown on the plat. Richard Albin
stated that the city does not have a temporary construction
easement. The CIP Committee decided to continue with
plans and construction of the sanitary sewer.
