Council- man Davis reported that he had talked to Mrs. Moll and told her that they must get the right-of-way for the sidewalk as instructed by the Council. It was decided to drop this matter until someone with the Smithfield Elementary PTA gets back in touch with us. It was decided to recommend to the Council that we participate in the Lola storm drain system with Birdville Independent School District. A discussion was held concerning the opening of Vance Road to the freeway service road. A decision was made to ask the Church to pay for this roadway at this time and recommend approval of this project to the City Council. After discussion of Redondo Street at the recreation center/library it was decided that the City Manger would contact the owners east of the egress/ingress easement and ask them if they approve of closing the street to thru traffic. In addition, a traffic count was to be taken prior to the recreation center/ library opening and another traffic count taken after the opening. A lengthy discussion was held concerning the use of bond funds for paying part of the existing personnel's salary from these funds. Some CIP Committee members felt that the paying of existing personnel from CIP funds was not desirable. However, they did decide to recommend to the Council to spend money out of the CIP fund to pay new employee salaries where their jobs áre directly related to the CIP program. These . In addition to these people, it was agreed to purchase one one-half ton pickup truck. A total for the 86-87 budget year will be $34,080. In addition, it was authorized to purchase office equipment and furniture. The total cost for this program is $17,575 for 1986-87 budget yéar. The recommendation from the CIP Committee to the Council would be to approve the hiring of the personnel mentioned and the purchase of the equipment that was mentioned. A discussion was held concerning the installation of a Gene Riddle new water main from the Watauga Road booster pump station going north from the station then east to Denton Highway. It was felt that this new water main was necessary to distribute more water into the City of Watauga and also in case the existing main breaks down, the City of Watauga would not be out of water for a prolonged period of time. The CIP Committee recommended to the City Council to approve this project and authorize the engineer to proceed with same. A discussion was held about the participation of the Gene Riddle widening of Grapevine Highway near Loop 820. This would be the area where the Calloway Creek crosses Grapevine Highway. The CIP Committee approved the recommendation to the Council to participate in the widening of Grapevine Highway with the State and Burk Collins involved. Marie Hinkle stated that she had had a request for the Richard Royston closing of Fountain because of burglaries in the area. It was decided to ask Richard Royston to further investigate this matter and report back at a future meeting. Rodger N. Line brought up a matter concerning several Rodger N. Line streets that needed to be opened up and some bridges that needed to be widened across Loop 820 in order to facilitate the traffic going to the Industrial area. It is felt that doing this would generate a considerable amount of interest developing in our industrial area and would facilitate traffic. The CIP Committee looked at this project favorably and they felt like it would be a workable plan. These projects will be discussed further in connection with the Worth Blake report on Economic Development, Phase I. . DISCUSSION ITEMS FOR CIP MEETING 4:00 P.M. - May 26, 1987 A.
