CIP MEETING MINUTES

1. PROJECTS UNDER CONSTRUCTION - It was reported that the Morgan Meadows
East job would need another 60 days to be complete and the Staff would
recommend a 60 day extension on this job because utility poles were in
the way for so long.
It was reported that the Chapman Road project has had delays but it was
not the fault of the contractor and that project is probably 60 days
behind also.
The Flory Street project is moving along without any problems at this
time. Contact was to be made with the construction inspector to
specify where lay down curb would be allowed and not allowed and Gene
Riddle will be responsible for this.
It was reported that the Hewitt Street project was 100% complete at
this time.
The GlenAnn water project was just now getting started.

2. THE HIGHTOWER CONDEMNATION - Report was made that we were at the
present time getting an appraisal on the land that is needed for this
extension of Hightower. The Staff has been working with the owner for
a number of months trying to purchase the right-of-way in some manner
but the owner has been very evasive and not cooperating as far as
setting a price.
The condemnation procedure will continue on this project and that will
be the responsibility of Rex McEntire.

3. Richard Albin reported on the status of the '85 Bond Program and showed
the routing for Watauga Road alignment. The design of the intersection
at Watauga Road and Davis Blvd. has been submitted to the state for
their approval. The next step on the Watauga Road project will be to
obtain appraisals on the large parcels of land that we will be cutting
through before the right-of-way documents are turned over to Loyd
Nivens. Gene Riddle will follow up.
4. The right-of-way was shown on the extension of Starnes Road. This
showed to have a barn in the right-of-way. After discussion it was
decided that Richard Albin will give the right-of-way document to Mayor
Pro Tern Davis and Rodger Line to negotiate for this right-of-way.
5. The drainage problem on Rufe Snow at the InterFirst Bank was discussed
and it was decided that it would take approximately $10,000 to solve
the problem of the ponding water. A decision was made that this was
caused by the City rebuilding Rufe Snow and causing this to happen
since we did not put in all the drainage facilities that were needed
for this area.
A decision was made for the City to do this project. The person
responsible for this will be Gene Riddle.
6. A discussion was held on partial payments to contractors being approved
by the Council each month. A survey was taken of other cities and
found that most of the cities do not have the Council approve partial
pay estimates each month. It was decided that the Council would not
approve partial pay estimates and they would be given progress reports
each month on each project with their financial report. Lee Maness
will be responsible for this.
7. Lee gave the financial summary as requested.
8. RNL reported that the Staff is presently preparing an estimat~ of funds
needed for water and sewer projects. RNL reported that he was of the
opinion that the CIP Committee had previously determined that it did
not want to consider the water and sewer projects the same as we do the
street and drainage projects.
