HomeMy WebLinkAboutCIP 1984-05-11 Minutes Present: ITEM PALOMAR STREET DRAINAGE MAIN AND CRANE MINUTES OF THE CIP MEETING MAY 11, 1984 Mayor Echols Mayor Pro Tem Davis Councilman Ramsey Rodger Line Dennis Horvath Gene Riddle Lou Spiegel Richard Albin DISCUSSION The reconstruction of Palomar Street, from Roberta to Susan Lee, was discussed. Funds will be requested at the May 14th Council Meeting. The contract will be written for resurfacing with a provision for curb replacement as deemed necessary by the Director of Public Works and City Engineer. ACTION: Dennis This has been a continuing problem since the subdivision was initially built. It was directed that City crews install a drop inlet on the north-west corner. It was generally agreed that this would not totally solve the problem, however, it would help considerably. ACTION: Gene Riddle This item has been approved by the Council. Various methods were discussed LYNN TERRACE to solve the drainage problem. Agreement was reached on the best approach and Richard Albin was directed to proceed. DISCUSSION Richard Albin was directed to work with Gene Riddle to determine the estimated total cost of, and the amount of developer contribution plus assessments we would be receiving if we were to reconstruct Chapman Drive from Rufe Snow to Smithfield. The Staff will recommend course of action to the CIP Committee at the next meeting. ACTION: Gene Riddle - Richard Albin CIP Committee recommended this be taken to the full Council for approval and appropriation of $20,000 from the CIP fund. ACTION: Dennis Horvath Councilman Ramsey and Mayor Pro Tem Davis stated that in order to be consistent with a long standing City policy drainage easements should not be purchased. Mayor Echols suggested that in some situations we now purchase easements. These purchases include right-of-way acquisitions for street improvements. Mayor Pro Tem Davis and Councilman Ramsey will have a policy statement prepared for Council consideration on Monday. Mayor Echols briefed the CIP Committee on the number of easements needed in order to bring this drainage problem to the full Council for their consideration. The City Engineer has re-routed the channel at the request of the Mayor and it is hoped that this realignment will be more palatable for those who must give the easements. DISCUSSION Mayor Echols proposed to the Committee some maintenance work he felt could be made to improve the existing drainage conditions. Gene Riddle and Richard Albin were directed to study these suggestions and report back their findings to Mr. Line. Any funds needed over and above funds approved in the operating budget will be requested from the Council, if necessary, when this study is completed. ACTION: Gene Riddle - Richard Albin Mr. Line briefed the Committee on the method of financing the correction of the Watauga sewer problem. After a discussion it was determined that a bond sale will have to he scheduled. Mr. Line will contact Harold Mclnroe and set up the bond sale. The project will not be delayed as reserve funds can be used to fund construction on a temporary basis. ACTION: Rodger Line Gene Riddle attempted to get in touch with the property owner of the property located at the northwest corner of Starnes and Smithfield Road. Gene has been unsuccessful in locating a contractor with the right equipment to do the work. He will attempt to clean out the channel with existing personnel and equipment and report back to Mr. Line of the status. ACTION: Gene Riddle Councilman Ramsey asked the Staff to check the pavement in the 8300 block of Jerri Jo to see is any pavement had been damaged during the construction of the bridge at Walkers Branch. ACTION: Richard Albin Page Four 5/11 CIP Mtg. ITEM DISCUSSION .:.....JTT DRIVE (LOLA TO SUSAN) Councilman Ramsey asked the Staff to check out the feasibility of over- laying Scott. ACTION: Gene Riddle DRAINAGE CHANNEL CLEANING SCHEDULE Councilman Ramsey asked for a progress report on the drainage channel cleaning schedule. ACTION: Gene Riddle PAVEMENT Richard Albin was directed to include in the Glenview Drive project that DETERIORATION ON RUFE SNOW portion of Rufe Snow by the apartments for resurfacing. ACTION: Richard Albin AINAGE Gene Riddle advised the Committee that the contractor will begin this -aiTUATION NORTH OF project the week of May 14th. INTERFIRST BANK ON RUFE SNOW SIGNALIZATION This item was discussed and it was determined that no action be taken until AT SMITHFIELD AND DAVIS development plans for Newman ~rive have been completed and the south-bound lane of Davis Boulevard is complete. EDEN ROAD Gene Riddle stated that new culverts and inlets are in place. Money, from the developer, is in escrow, however, the road has not been resurfaced. Gene Riddle was directed to pursue this project with the county and Mr. Line will brief Councilman Ramsey on the status. ACTION: Gene Riddle - Rodger Line ITEM lr\I ERLAY SCHEDULE SEAL COATING RUFE SNOW 'ill LOOP :0 TRAFFIC ~ITUATION VICTORIA Page Five 5/11 CIP Mtg. Discussion The Committee requested that Gene Riddle provide each member a copy of the schedule to be followed for overlaying the nine streets approved by the Council for overlaying. If these streets can not be overlayed before the end of the summer the Staff was directed to contract for the overlaying of these streets. ACTION: Gene Riddle Gene Riddle was directed to budget money in next years operating budget for the seal coating of selected streets. ACTION: Gene Riddle - Lou Spiegel - Dennis Horvath The Staff was asked to look at the situation pertaining to the traffic problem at this intersection. Possible improvements could include extending the right lane further south, sign indicating "do not block street", right turn only sign, or different timing on the signalization. ACTION: Gene Riddle Councilman Ramsey asked the Staff to look at the drainage situation on Victoria. Several peoperty owners are getting run-off from the new development to the north. ACTION: Gene Riddle
