Line vDennis Horvath Gene Riddle Richard Albin Mayor Pro Tern Councilman City Manager Assistant City Manager Public Works Director City Engineer Mayor Pro Tern Ramsey asked the Staff if they were satisfied with the construction job on Rufe Snow, specifically two areas: one was the asphalt approach to the railroad crossing and the other was an apparent cosmetic problem slightly to the north of the railroad. The problem with the railroad track is that the engineering specifications required that the road be built to the same grade as the existing railroad track. This was done by the contractor, however, the railroad changed the grade of the track. Gene Riddle and Rodger Line will work with the railroad to attempt to resolve the problem. Richard Albin confirmed to the committee that the North Hills Street project was apparently finished with inferior asphalt, which will hasten its deterioration. Documentation has started with the contractor for restitution. It is necessary to call their bond, we are faced with probably several years of litigation. Richard Albin was asked the status of the storm drainage master plan. He stated that it was approximately 30% complete and the contract with KEF requires that the plan be finished six months after the Corp of Engineers have finished their study. Rodger Line will contact Milburn Smith, with the Corp of Engineers, to check on the status. Mayor Pro Tern Ramsey asked the Staff to consider signalization of Smithfield Road and Davis Blvd. The discussion that followed centered around the possibility of constructing Watauga Road and signalizing that intersection. The southbound lane currently under construction on Davis Blvd. will ease the problem somewhat. Rodger Line briefed the committee on the need to acquire right-of-way and easements on Flory Street. Richard Albin will have all the details on Flory and the Calloway Acres projects for presentation to the Council on February 27th, 1984. It was decided that Center Street be dropped from the CIP and the details pertaining to the construction of Mickey will be presented at the Council Meeting of February 27th. Richard Albin was given authorization to proceed with design and engineering with the unpaved portion of Lola, including necessary drainage. CIP Meeting 2/9/84 Page Two Mayor Pro Tern Ramsey and Richard Davis will recommend priorities for the final 13 streets identified under previous bond programs. They will also recommend which of those 13 streets should be deleted from the CIP. This priority listing will be available February 13th and presented to the full Council on February 27th. Richard Albin will prepare pre-design estimate on correcting the serious street and drainage problem at Lynn Terrace. This will be completed by the meeting on February 27th. By the 27th of February the Staff will prepare comments on the advisability of proceeding with either Glenview, Harwood or Watauga Road. The pros and cons of each project was discussed.
