DISCUSSION
The General Obligation Bond financed street and
drainage projects were reviewed, as well as seal
coating overlay and drainage projects. Seven
projects have been completed in the past year.
Fourteen streets are currently under construction,
for a total contract amount of $2,450,000.
Discussion of projects under design was directed
primarily at Morgan Meadows East - $673,000 has
been committed to this project for over a year and
a half and easements have not been made available from
the property owners. Council directed the staff to
prepare a letter to Mack Garvin indicating that unless
all easements are received by July 1st these funds
will be committed to other needed projects.

DISCUSSION
There was a brief discussion of six projects which
have been deleted from the original CIP. Deleted projects
include:
Mackey Creek
(Funded by Community Development Block Grant)
Big Fossil Water Shed
Little Bear Creek
Bridal Path/Mesa Verde
Blaney
Cummings (Blaney/TESCO)
The discussion centered around a priority sequence
for these roads. Gene Riddle indicated that the
roads located closest to the county garage would be
completed first. Rodger Line indicated that the
county intends to do all of these streets this summer.
Mayor Faram and Harold Newman have requested that
Smithfield Road and Bursey Road be placed at the top
of this priority list.
There was some confusion as to which streets on this
list were to be seal coated and which ones to be over-
layed by city crews.
The Council approved deletion of Harmonson from Rufe Snow
to Dawn Drive. City Engineer proceed with engineering on
the remainder of the projects listed.
The following streets will receive special attention:

The following streets, to be overlayed or reconstructed,
are to receive top priority:

Mayor Faram directed that final street selection would
be approved by the CIP Committee (Mayor Pro Tern Ramsey
and Councilman Davis)
DISCUSSION
The Council reviewed the financial summary and
approved the transfer of one million dollars from
General Fund Reserves to the General Construction
Fund. Also approved was the contracting with an
architect for a Police Department and Public Works
space study. The Council approved the concept of
a combined Public Works/Water and Sewer complex
(Estimated Cost $446,000). Funds for these projects
will be available from the million dollar transfer.
Final authorization and funding will be accomplished
at a later date.
The Council directed that, as a part of the architect's
need requirement study, consideration should be given
to the locating and construction of an Animal Control
Shelter.

Off Duty Detective: In the recent past a need for a
detective has been evident on the weekends. The Staff
was asked to follow up on the availability of a
detective for weekend duty.
Chief McGlasson
An Animal Control Officer should be on call and available
Weekend and standby hours for the Animal Control Officer: Chief McGlasson
for weekend duty.
The Council discussed the changes to the proposed Zoning
Ordinance. A joint Council/Planning and Zoning work
session is to be scheduled for June 20, 1983.
