HomeMy WebLinkAboutOrdinance 1383 ORDINANCE NO. 1383 WHEREAS, the below described tract of land is needed for the widening of Bedford-Euless Road; and WHEREAS, such tract is adjacent to and contiguous with that portion of Bedford-Euless Road which lies within the city limits of the City of Hurst, Texas; and WHEREAS, the City of Hurst, Texas intends to annex such tract in order to adequately police this section of Bedford-Euless Road. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS that: 1. The following described tract be and is hereby deannexed from the City of North Richland Hills, Texas: The tract deannexed hereby is described and shown on Exhibit "A" and "B", attached hereto, made a part hereof and incorporated herein by reference the same as if set out verbatim. 2. It is ordered that the official map of the City be amended and corrected to reflect this change in City boundaries. WHEREAS, public notice was published September 28, 1986, glvmg notice of public hearings on October 14, 1986, at which time public hearings were held; and, WHEREAS, not less than 20 nor more than 40 days have passed between the time of such public hearings and the institution of annexation; and, WHEREAS, all the territory described herein is adjacent to and within two miles of the present city limits of the City of Hurst and not within the extraterritorial jurisdiction of any other city; and, WHEREAS, the parcel described herein contains approximately 0.1224 acre of land and comprises less than 1 per cent of the total corporate area of the City as of the first day of the current calendar year; and, WHEREAS, all requirements of law have been met to allow this annexation; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF HURST, TEXAS: Sec. 1. THAT certain property located in Tarrant County, Texas, adjoining the existing Hurst city limits, which property is described by metes and bounds on Attachment "A" hereto, be and the same is hereby annexed to the City of Hurst as a part thereof, and the city limits are hereby extended to include such territory. Sec. 2. THAT the service plan heretofore prepared by the City Manager and which is attached hereto is hereby adopted and made a part of this ordinance. AND IT IS SO ORDERED. SERVICE PLAN FOR AREA DESCRmED ON ATTACHED PAGE Pursuant to the provisions of Section 10 of Article 970a, the foregoing described area will receive the following services as scheduled: (1) The City will provide police protection, fire protection, solid waste collection, maintenance of public water and wastewater facilities, maintenance of roads and streets (including lighting), maintenance of public parks, playgrounds and public swimming pools and of any other publicly owned facility and building and make available any other public service provided to any other area of the City within 60 days after the effective date of the annexation of such described parcel. (2) No money received from sale of bonds or evidenced by other instrument of indebtedness shall be allocated to the described area for a period of 180 days after annexation. It is anticipated that the area will be developed by the owners of such property and that construction of capital improvements necessary for providing municipal services for this area will be constructed at the cost of the developer as provided by City ordinances, and upon completion thereof, the same will be conveyed to the City as required by ordinance. No construction by the City is anticipated, as none is deemed necessary for providing municipal service to such area. (3) All services available to other areas of the City shall be made available to the described area at such time as the property is developed on the same basis as offered to other property within the city limits.
