CALL TO ORDER
Chairman Tom Lombard called the meeting to order December 1, 2008 at 6:00 p.m.

APPROVAL OF THE MINUTES OF THE OCTOBER 6, 2008 MEETING
APPROVED
MR. MCELROY MOVED TO APPROVE THE MINUTES OF THE OCTOBER 6, 2008 PARK AND
RECREATION BOARD MEETING. MR. FILIS SECONDED THE MOTION.

NRHZO 2008 END OF SEASON REPORT AND 2009 PLANNING
Mr. Chris Swartz, NRH2O Park Manager, presented the 2008 End of Season Report
which covered attendance, revenue, expenses, media coverage, special events,
donations, group sales, lifeguard audits and surveys.
Attendance - $233,654, Revenue - $3.94 million, Expenses - $3.08 million,
Media Coverage -ABC World News, regarding Dive In Movies,
Donations - 1,600 tickets to 800 organizations, Group Sales - $193.192,
Surveys - NRH2O received 4.5 out of 5
Mr. Swartz also discussed the Cryptosporidium outbreak that occurred in July. NRH2O
was the first facility in the Dallas/Fort Worth Metroplex to hyperchlorinate their pools as
a result of the notification from the Tarrant County Health Department concerning the
potential outbreak. The Hyperchlorination process kills any Cryptosporidium in the water
at that time. NRH2O also began a weekly hyperchlorination schedule which continued
through the end of the season. Staff is researching various solutions to address
potential Crypto outbreaks in the future.

PRESENTATION ON "GREEN TEENS"
Ms. Lori Newman, Cultural Arts/Special Events Coordinator, presented information on
the Green Teens program. The NRH Cultural Arts Division was awarded a grant from
the North Central Texas Council of Governments through funding from the Texas
Commission on Environmental Quality to implement the Green Teens program.
The program, reaching out to young environmentalist through training and hands-on
demonstrations promotes positive changes in attitudes concerning waste prevention,
reduction, reuse, recycling and sustainability. Green Teens was implemented at Birdville
High School this year with 35 students participating and hopes to expand to other BISD
schools in following years. This is the first program of its kind in our area.

DIRECTOR'S REPORT
Park and Recreation Board Packet Format Revisions -The format for the Park and
Recreation Board packets has been updated and now includes a new section "Citizen
Comments". The newspaper articles will no longer be copied and included in the packet.
The articles will be emailed to those interested in receiving them.

Temporary Assignment -Managing Director of Community Services - Mr. Jared Miller,
Assistant City Manager, announced that he is reporting to active duty in Iraq beginning
in December and during his absence Ms. Vickie Loftice will become a part of the City
Management Team and assume some of his responsibilities. Mr. Miller will be away for
approximately one year and during that time Vickie will oversee the Library and Iron
Horse Golf Course. The Board wished Mr. Miller well and a safe return.
Sub-Committee to Review and Revise Park Ordinances - Asub-committee is being
formed to review and revise the Park and Recreation Department's ordinances. Upon
completion, the revised ordinances will be forwarded to City Council for their
consideration. The committee is comprised of Board members Tom Lombard, Marty
Kusmierski and Jay Crane.
Ms. Loftice congratulated Mr. Chris Swartz on his election as the Chairperson for the
World Waterpark Association's Board of Director's. This is the largest Association in the
world for Waterparks which has more than 1,000 facilities as members. Mr. Swartz will
serve as Chairperson for two years and will be attending meetings on behalf of the
Association.

ASSISTANT DIRECTOR'S REPORT ON LISTED ITEMS
CURRENT PROGRAMS AND SERVICES
Ms. Sharon Davis updated the Park and Recreation Board on the following:
NRH PARD received the 2008 Region II Promotional Award from the Texas Recreation
and Park Society for their "Think Green" initiatives, which promotes conservation,
preservation of natural resources and steps to sustainability.
The Annual College Look Tournament was held on October 24-26, 2008 at Walker's
Creek, Fossil Creek and Northfield Parks. Approximately 20 college coaches from
Texas, Louisiana and Oklahoma attended to watch 55 teams play and possibly offer
college scholarships.
Replacement of the Ace Park "I Luv New York" mural continues. A digital design artist
will use Photoshop to recreate the broken panels using original photos and the
professionally taken photos. Once complete, the digital photos will be fabricated into
phenolic resign panels. The process will take approximately 12 weeks to complete.
Recreation Center program revenue is up 6% for the Month of October. Youth program
revenue is up 11 % and Massage Therapy and Personal Training revenue is up 20%.
The Bursey Road Senior Center held their Thanksgiving Luncheon on Thursday,
November 20 and plan to hold their December Holiday Luncheon on Thursday,
December 18.

The Dan Echols Senior Center held their Thanksgiving Luncheon on Wednesday,
November 19 and plan to hold their Christmas Luncheon on Wednesday, December 17.
The Dan Echols Senior Center joined the Tarrant Area Food Bank in being a "Pet Food
Provider" agency for qualifying seniors to receive free pet food.
The Athletic Division partnered with BISD in promoting a girl's middle school volleyball
league. The league will be played on Saturday mornings at the Recreation Center.
Richland Tennis Center will hold their 5th annual "Toys for Tennis" event on Saturday,
December 13, 2008. Toys collected will be given to the NRH Santa Cops program.

ASSISTANT DIRECTOR'S REPORT ON LISTED ITEMS
PARKS CAPITAL PROJECTS
Mr. Bill Thornton updated the Park and Recreation Board on the following:
Preparation of the construction documents for the Third Phase Attraction at NRH2O is
complete and bids are scheduled to be received December 5, 2008.
Mr. Filis asked about the tractors at Richfield Park. Staff responded that they are for the
contract Public Works has for cleaning out the drainage ditches.
Chairman Lombard asked if staff received any comments about the new playground
equipment at Northfield Park. Staff responded that we have received lots of great
comments.
Staff is hopeful in wrapping up details soon that have been delaying the design of the
LBC and Calloway Branch Trails.
The Blvd 26 Trail is on hold until the outcome of development plans for the old mall
area. There are a number of issues that the City does not have control over that are
being worked out between the Hospital, Medical Building Owners and mall property
owners. There is a possibility that the project will not move forward, but staff is working
on that aspect.
